Under the direct supervision of the Chief of Mission for El Salvador, Guatemala and Honduras, in close coordination with other USAID Project Managers and with the technical guidance of the Displacement Tracking Matrix (DTM) Unit at Headquarters (HQs), the successful candidate will be responsible and accountable for all aspects of the implementation of IOMs projects on Northern Triangle Migration Information Management Initiative (NTMI) in El Salvador, Guatemala and Honduras.

Core Functions / Responsibilities:

  1. Manage the overall implementation of IOMs projects on Northern Triangle Migration

Information Management Initiative (NTMI).

  1. Supervise and manage the development, setup, roll out, and implementation of strategy and operational activities of the data and information management and other relevant operations.

  2. Establish and supervise field assessment with layered data collection techniques to gather timely information about displacement, migration flows, population mobility, and any other relevant types and sources of data, such as remittances.

  3. Responsible for the production of all the required regular reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement and mobility profiles, maps and other relevant products.

  4. Develop, manage, implement, raise for and report on related projects. Identify and follow up on needs, gaps, solutions and opportunities in relation to the gathering, processing, and analysis of relevant displacement and mobility data and information.

  5. Regularly monitor, propose, and implement all necessary modifications in compliance to the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security, IOM Data Protection manual, and DTM global standard implementation.

  6. Manage projects units, staff, workflows, and operations; prepare and organize training for staff on project activities on a regular basis to ensure effectiveness and efficiency in projects implementation.

  7. Supervise IM operational aspects including the Database and the Geographical Information System (GIS) implementation. Supervise the correlation of data collected to facilitate the mapping and analysis of these data.

  8. Implement information dissemination tools and operational frameworks for data collection and sharing among key stakeholders.

  9. Liaise and represent IOM at meetings and events where these programmes are being discussed.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:


• Masters degree in Statistics, Political or Social Sciences, Information Management, Business Management, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.


• Experience in development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities; management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products;

• Demonstrated ability to supervise and manage staff and activities at an operational level in data collection operations;

• Experience in the development and implementation of a population database;

• Strong demonstrated experience and skills to analyse statistical information;

• Expertise on data processing and analysis software Excel, SPSS, Tableau or others.);

• Ability to compile and holistically analyse diverse datasets;

• Experience with handling confidential data;

• Demonstrated building skills;

• Experience in different data collection methodologies;

• Knowledge and understanding of relational data theory, migration statistics and remittances;

• Knowledge in advanced data visualization and information design skills.

Internationally recruited professional staff are required to be mobile.
