OBJECTIVES OF THE PROGRAMME : To develop and implement health systems based on primary health care, supporting universal coverage. Description of duties: The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and priorities:To advise Member States in the harmonized development and update of methodologies for the economic evaluation of health with emphasis on estimating the costs of ill-health and the cost-effectiveness of interventions, and to provide advice on relevant policiesand recommending strategic options taking into consideration the country's economic and financial analyses as well as costing, budgeting and financing of national and regional public health services, activities and plans.To provide technical advice and support for the global financial analyses and projections of health projects, including approaches to data collection and analysis, their interpretation, dissemination of findings, and enabling and integrating priority programs, such as malaria, tuberculosis, HIV/AIDS, mother and child health based on various health scorecards. The preparation and presentation of periodic reports to facilitate decision-making on financing requirements to enhance information-sharing, and support countries to establish quality-assured economic and financial information and data systems for health sectors.To coordinate activities on the economic and financial analysis of priority health conditions with partners within and outside WHO, and with government health officials and technical experts to identify key indicators to produce economic and financial estimates and reports. Support the development or revision of existing guidelines and tools on economic and financing policies and strategies. To support the implementation of WHO Resolutions pertaining to health economics, budgeting and financing at the regional and country levels in a proactive manner.To support HSG Team Leader in the development and monitoring of work plans and budgetary proposals, the elaboration and implementation of advocacy and resource mobilization strategies, as well as providing advice and guidance to regional and national partners and on advocacy and resource mobilization strategies, including but not limited to writing projects proposals based on findings regarding the needs and demands of countries together with budget outlines.To perform other related responsibilities as assigned, including replacing and backstopping for others as required. REQUIRED QUALIFICATIONS Education:Essential: Post-graduate degree in social statistics, epidemiology, demography or quantitative economics as related to public health or social science.DesirableQualifications in the main health professionsPost graduate qualifications in public health and/or health information systems. Skills: Proven expertise in health economics and financial analysis and evaluation, complemented by in-depth knowledge and/or experience in quantitative methods applicable to health economics with knowledge/experience in data collection, survey analysis and census using health data. Track record in economic and financial analysis and evaluation in the field of public health. Excellent communication and presentation skills; demonstrated ability to write technical reports, documents and guidelines in a clear and concise manner; and provide technical advice and guidance to multiple stakeholders and partners taking into account the political and resource-limited contexts. Strong interpersonal skills with ability to promote consensus, lead resource mobilization activities, communicate progress and results, and/or take remedial action in a proactive manner, while ensuring effective work practices and ethics. Experience: EssentialAt least seven years' experience in economic and financial analysis and evaluation of health programmes and projects at national and international levels, including experience in performing economic and financial analysis, costing, budgeting and financing for national and regional public health services.DesirableExperience in applied statistics, epidemiology, demography in health systems; Experience working with WHO or other UN Agencies, preferably in developing countries. Languages: Excellent knowledge of English and/or French with a good working knowledge of the other.Knowledge of Portuguese is an advantage. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates.
