Protection and Mixed Migration Advisor


Who are we?

Danish Refugee Council (DRC) has been present in the Middle East and North Africa (MENA) region since 2003 and in Libya/ Tunisia since  2011 with both DRC and its demining branch the Danish Demining Group (DDG). In 2016 DRC initiated pilot implementation in order to support Sahrawi population in Southern Algeria. The main office for DRC-DDG Maghreb (Libya, Tunisia and Algeria) is in Tunis with additional offices in Tripoli and Sabha (Libya), Zarzis (Tunisia) and Tindouf (Algeria).

Since the deteriorating situation in July 2014 in Tripoli and the evacuation of international organisations, DRC continued its operations with international staff working primarily from DRC's offices in Tunisia with short visits to Libya during October- December 2014, February 2015, September 2015 while maintaining close coordination, cross-border trainings and monitoring of local staff and partners.

Since 2011, DRC has carried out protection activities for vulnerable refugees, migrants and asylum-seekers in Tripolitania and Fezzan regions funded by the EuropeAid. This comprised of protection monitoring and referral and direct assistance in detention centres and migrant communities as well as capacity building and awareness raising of national authorities and civil society. In October 2014, IDPs were included among DRC's target group in response to the internal displacement caused by the increased conflict.

DRC is currently implementing directly in Northwest of Libya focusing on humanitarian assistance, protection monitoring and referral of vulnerable cases in selected detention centres and urban mixed migrant communities.  In the Southwest of Libya DRC is supporting Libyan NGO partner in order to deliver humanitarian assistance and provide protection monitoring focusing on IDPs.

DRC together with other INGO partners is also member of the newly established consortium and currently in a process of developing a new Concept Note targeting EC Trust Fund submission. If successful DRC anticipates start up of activities in upcoming 6 months, focusing on various forms of longer term support towards mixed migrant population and IDPs in Libya.


Duties and Responsibilities

  • Provide technical assistance and expertise in the field of protection and mixed migration to DRC project managers responsible for implementation of activities in the North and South of Libya.
  • Leading on development of the EC Trust Fund proposal for Libya, coordinate accordingly with other members of consortium, organizations active in the field of protection and mixed migration in Libya, supported by Regional Office and HQ.
  • Assist with DRC representation on relevant coordination mechanisms focusing on topics of protection and mixed migration.
  • Provide technical assistance and expertise in the field of protection and mixed migration to DRC Tunisia and Algeria programs and assist with development of new proposals.
 About you

To be successful in this role you must have:

Required qualifications:

  • At least 3 years’ experience in protection preferably for an International NGO and in MENA region
  • At least 3 year’s experience in a project management role involving staff supervision and responsibility for developing new and successful proposals
  • University degree or higher education in a relevant subject such as  human rights law, international relations and/or international development
  • Fluency in written and spoken English.
  • Skills and experience in project/programme planning, delivery, monitoring, review and evaluation
  • Skills in fundraising, budget management and donor reporting
  • Experience in working in complex emergencies or challenging security settings and within security management frameworks.  Calm and diplomatic in nature.
  • Experience in capacity building of staff and partners
  • Self-motivated, able to take initiative, resilient and able to work independently
  • Ability to produce timely project proposals and high quality reports.
 Desirable qualifications:
  • Previous experience with DRC specifically on implementation of protection activities
  • Previous work experience and understanding of Libya context
  • Understanding of topics and dynamics related to mixed migration, specifically in MENA region
  • Knowledge of Arabic or French
  • Previous experience of designing and implementing consortium projects


We offer

DRC will offer the successful applicant initial 6 month contract, renewable dependent on both funding and performance (as mentioned above DRC is currently in the process of development of the concept note for EC Trust Fund and if successful there is a strong opportunity for receiving long term contract).

You should be available to start work second half of May 2016.
