Final Evaluation for Social Protection and Cash Transfer Project


  1. Summary

1.1. Purpose: To conduct a final evaluation of the Social Protection and Cash Transfers Project, to establish its performance based on the expected results with consideration of the support received to-date from UNICEF through Mercy Corps during the project implementation period.

1.2. Audience: Mercy Corps Somalia, UNICEF and Mercy Corps Regional team and other relevant stakeholders.

1.3. Duration of consultancy: Approximately 21 days

1.4. Estimated dates of consultancy: Start in May 2016

1.5. Location of consultancy: Afgoye and Wanlaweyne districts of the Lower Shabelle in Southern Somalia

2. Background:

Mercy Corps has been implementing emergency response programmes for the past decade, targeting vulnerable populations in Somalia. It aims to provide relief and development services using a human rights framework, supporting internally displaced persons (IDPs), refugee returnees and host communities affected by conflict and natural disasters. The programme seeks to increase access to basic services and develop durable solutions to existing challenges such as displacement by the target populations. The programme mainly target populations in Benadir, Lower Shabelle, Gedo, Galmudug and Lower Jubba regions. Currently, Mercy Corps is implementing multi-donor funded projects in Somalia to address the growing humanitarian needs for the vulnerable populations. These projects mainly cover sectors such as social safety nets, WASH, Economic Market Recovery System, Food Security and Livelihoods, and durable solutions (refugee returns from Kenya). Mercy Corps ensures gender mainstreaming and protection by encouraging the inclusive participation of marginalized groups including ethnic minorities, women and girls, elderly, disabled and vulnerable women throughout all project activities and recognized their specific needs and concerns including time availability and physical security.

3. Social Protection and Cash Transfer Project

With funding from UNICEF, Mercy Corps has been implementing the Social Protection and Cash Transfer Project targeting poor and vulnerable IDP returnees and host community beneficiaries in Afgoye and Wanlaweyne districts in Lower Shabelle region of Somalia for a period of 18 months. The total number of beneficiaries reached has been 2000 HHs composed of selected elderly, pregnant and disabled members and distributed equally between the districts. The overall objective of the project is to improve the vulnerable households’ income and improve their consumption/food security during the lean period, providing targeted vulnerable and labor constrained households with cash to meet their basic food and non-food needs and improve their access to basic services. It was envisioned that this would improve the family income hence improve their consumption/food security and strengthen social protection of their vulnerable members. The project activity entails unconditional cash transfers to the beneficiaries through mobile money transfers (MMT). Each beneficiary received cash transfers to cover 60% minimum expenditure basket (MEB) estimated at $70 per month for the project period, in order to improve the households’ income and improve their food security.

Mercy Corps employed a community-based approach through which the communities/beneficiaries representatives (or a select committee) were identified with the support of the village/local/regional administrations and all activities conducted openly and transparently. Further, Mercy Corps provided a complaint and feedback mechanism and contact persons whose details and information were given to the beneficiaries during the project set up to follow up and address any complain/queries or information given by the beneficiaries or general public.

At inception of this project, a baseline survey was conducted establishing gaps and thresholds, targeting beneficiary households. This evaluation will de evaluation will refer to the baseline results to determine the performance of the project. The milestones will be compared to assess the extent of achievement of the project.

4. Purpose and Objectives of the Consultancy

The Purpose of this consultancy is to conduct a final evaluation of the Social Protection and Cash Transfers Project, to establish its performance based on the expected results with consideration of the support received to-date from UNICEF through Mercy Corps during the project implementation period. The findings will also inform the senior management in decision making with regards to the design and improvement of future, similar projects.

Objectives: Specifically, the evaluation seeks to assess the performance of the project including:

  1. Assess the extent to which the results of the project were achieved and identify the contributing factors affecting achievement or non-achievement of the intended results;

  2. Establish the relevance, efficiency and effectiveness of the project;

  3. Identification and documentation of lessons learnt and best practices employed by the project during implementation; and provide recommendations for guiding design of similar programmes

5. Scope of the Consultancy

The evaluation will be conducted in all the areas in the target districts in Somalia where the project activities were implemented; and will target project beneficiaries, staff and other stakeholders, both at cluster and contextual levels. Currently, Lower Shabelle is restricted for access by non-Somalis while some of the areas can be accessed, depending on the security situation at the time of the visit and this must be organized prior. Individuals or consultancy firms applying should state how they plan to access these areas as they are project areas.

6. Evaluation Deliverables

· Inception Report – The inception report will be a scoping exercise for the Evaluation and will include the proposed methodologies, data collection and reporting plans with draft data collection tools such as interview guides, the allocation of roles and responsibilities within the team, a timeframe with firm dates for deliverables, and the travel and logistical arrangements for the team. This is expected a maximum of four days after signing of the contract.

· Debriefings / Feedback to Mogadishu programme team – The consultant will report his/her preliminary findings to the Mercy Corps’ Programme Manager and Monitoring and Evaluations Manager before leaving the field.

· Draft report – A draft report, identifying key findings, conclusions, recommendations and lessons for the current and future operation, and take in consideration the outputs of the debriefing session. This will be reviewed by Mercy Corps for initial feedback.

· Final report – The final report (max 30 pages, excluding the preliminary pages and annexes), will contain a short executive summary (max 3 pages) and a main body of the report covering the background of the interventions, a description of the evaluation methods and limitations, findings, conclusions, lessons learned, clear recommendations (which includes evaluation of risks/ humanitarian access). Recommendations should be specific, feasible, and in line with the organization’s strategic mandate.

The report should also contain appropriate appendices, including a copy of the SoW, cited resources or bibliography, a list of those interviewed and any other relevant materials. The Final Evaluation report will be submitted one week after receipt of the consolidated feedback from MERCY CORPS. The report should be Five (5) Hard-cover-bound copies and soft copy in two (2) CD- ROMs in pdf and MS Word versions.

  1. Methodology

It is envisioned that the evaluation will be conducted using a combination of methodologies through primary and secondary data from reliable and relevant sources. The consultant will however, in consultation with MERCY CORPS, design an appropriate and comprehensive methodology to conduct the Evaluation. The methodology should ensure an area-wise analysis and presentation of findings.

8. MERCY CORPS’ Responsibilities

The Consultant will be work closely with the Monitoring and Evaluation Manager. S/he will refer to the Deputy Country Director, Somalia Programme. Mercy Corps staff in the programme areas, led by the head of Mogadishu office will provide the necessary day to day support to the evaluation team, as may be needed.

Mercy Corps will provide the following to the lead consultant:

· All necessary project documents as requested by the consultant

· Pay consultancy fees at a mutually agreed rate

The terms and conditions of service will follow Mercy Corps terms of consultancies. Payment will be done according to the finance procedures of Mercy Corps.
