General Description of the Programme

GOAL’s Emergency Medical Team, is part of an expanding Health Department. A new initiative to strengthen GOAL’s Health response in emergencies, building on recent work in the West Africa Ebola response and recognising more widely that there is a significant gap in global health service provision for the most vulnerable, GOAL is developing a dedicated emergency response capability.

The Emergency Medical Team (EMT) will consist of a team of technical and operations staff capable of rapid deployments to health crises, supporting on-going health programming, undertaking needs assessments and providing remote support to GOAL Country Programmes. The EMT will work in both sudden onset and chronic emergencies, respond to infectious disease outbreaks and stand ready to deploy at short notice to health crises globally.

Overview of the role

  • To lead the provision of effective and timely administrative and general support to the Health Unit
  • To ensure adequate administrative and executive support to the Health Director and Dep. Directors
  • To deploy to health responses as required

Main responsibilities

  • To provide leadership to the administrative and team support function
  • Ensure coordination with administrative functions in other GOAL offices
  • Ensure adherence to GOAL administrative systems and processes
  • Take responsibility for the compilation and updating of the team work plan
  • Ensure adequate systems in place to facilitate team travel, field visits and deployment and maintain an up-to-date staff movement monitoring system
  • Ensure executive assistant support to the Director and Deputy Directors is clearly defined and provided
  • To manage a small Support Team
  • In close coordination with the Health Team SMT lead on the planning, set-up and co-ordination of key, internal and external, meetings and workshops
  • Ensure maintenance of Team diary and schedules
  • Support the development and writing of health programme proposals
  • Support the development of internal communications materials related to the Health Team and health programming – information sheets, programme dashboards, emergency response sitreps and social media.
  • Support to the Health Policy Team in developing and disseminating research papers
  • Support to fundraising team on managing events related to the Health Unit
  • Ensure clear and concise meeting minutes and action points are taken and disseminated
  • Ensure coordination with administrative functions in other GOAL offices
  • Provide relevant support and input to HR, logistics and finance to ensure smooth running
  • Lead on the development, continuous improvement and use of robust administrative systems, policies, procedures – e.g. filing systems, phone tree, constant companion etc.
  • Lead on the design, development and updating of the webpage(s)
  • Represent the Team in working groups and meetings as necessary
  • In close coordination with HR, Lead on the on-boarding of new staff
  • Lead any relevant ad hoc projects.
  • Deploy with the EMT as necessary for up to 3 months at a time

Requirements (Person Specification)


  • Minimum of 6 years experience of administrative work preferably within a health related environment
  • Excellent inter-personal and diplomatic skills
  • Ability to work within stressful environments
  • Ability to deal with confidential matters
  • Must demonstrate high level of flexibility – willingness to work at weekends / unusual hours is needed
  • Relevant degree or other qualification
  • Strong writing skills
  • Strong IT skills
  • Ability to assimilate and summarise information quickly
  • Excellent written and verbal communication skills and the ability to present clear, effective arguments
  • An ability to manage a complex workload and perform to tight deadlines,
  • Ability to travel at short notice, and occasionally to remote and insecure locations for up to 3 months at a time


  • Experience of developing research papers, project proposals
  • Experience of internal communications
  • Experience of working overseas
  • Working knowledge of French, or other languages – especially Arabic
  • Experience of working in an INGO
  • Experience of training and capacity building
