Gender/Youth Advisor

Bukavu | Kinshasa

CARE seeks a Gender/Youth Advisor for a five-year, Food for Peace (FFP) Development Food Assistance Program (DFAP). This position will be based in Bukavu, DRC, and will lead gender and youth mainstreaming, integration, and coordination throughout the life of the project.


  • Engage with project staff, partners and other stakeholders to develop and implement innovative gender and youth integration strategies for all project activities and for the life of the project. Contribute to annual work plan development and monitoring as well as M&E-related activities.
  • Conduct a detailed Gender Analysis at the inception of the project
  • Assess the underlying causes that hinder women’s participation in agriculture, income generation, the labor market, access to and control of water, and attention to gender equity by institutional systems.
  • Develop and lead the implementation of the program’s youth strategy.
  • Closely collaborate with program’s technical teams to ensure youth are represented across all interventions.
  • Evaluate opportunities for promoting gender equity in the agricultural sector; assess how gender and power relations impact value chain organization’s structures and governance, and seek opportunities to promote gender equity within those structures and governance bodies.
  • Implement gender and social inclusion cross-cutting themes in such a way that women and men of all ages and social groups will be incorporated as a resource to guide project activities.
  • Manage the possible effects that program activities may have on gender-based violence at the household and community levels; monitor and manage how activities will be tracked over time to ascertain any unintended consequences related to gender and gender-based violence.
  • Work closely with field level staff to ensure quality implementation in line with the program strategy.


  • Master’s preferred in a relevant technical discipline. In-depth understanding of gender, age, and other socio-cultural factors in the context of food security programming is required.
  • Minimum of 7 years of experience working with in the context of gender-related and/or youth-serving programming. This includes gender equality; prevention of gender-based violence; women’s empowerment’ and women’s education.
  • Demonstrated capacity to lead the collection, analysis, and utilization of information from a broad range of sources in order to ensure effective integration of gender and youth concerns.
  • Demonstrated capacity to foster commitment and build capacity among project staff and in-country actors to gender integration and empowerment.
  • Strong skills in planning and organization, partnership and collaboration.
  • Evidence of outstanding writing and communication skills.
  • Previous experience in DRC and/or within the region is strongly preferred.
  • Advanced professional proficiency in French and English are required.
  • Ability to travel with project areas as needed as a security situation requires.
