Organisation profile: Tsamota Ltd. is a limited liability company specialising in the delivery of justice- and security-sector reform initiatives in fragile and conflict-affected environments.

Job Purpose: Managing the Project Development Cell in all aspects of its operation.


  • Identify interesting business opportunities
  • Design project proposals and concept notes:

  • Coordinate the development of tendered and untendered proposals, from the conception of project ideas to their editing and submission

  • Supervise and take active part in the drafting of projects in response to different types of calls (e.g., UN RFPs, EU calls for proposals and tenders, Embassies’ calls for projects and so forth)

  • Establish and hold relationships with project partners and experts (for both grants and EU service contracts)

  • Supervise any work related to EU framework contract (i.e., selection of and communication with experts, CV tailoring, CV submission)

  • Liaise with donors, following up on application processes and providing clarifications when required

  • Assist the Project Management Cell in starting up new projects.


· Master degree in political science, international relations, development cooperation or related fields

· At least five years of relevant working experience (business development, technical assistance projects for international donors, monitoring and evaluation, project management)

· Experience in drafting project proposals for the EU, UN and other donors, and an in-depth understanding of their funding procedures

· Experience in identifying and developing beneficial partnerships and business opportunities

· Knowledge of EU procurement rules related to grants, service contracts and framework contracts

· Excellent verbal and written communication skills in English. Knowledge of French would be an asset

· Team player with excellent networking skills, able to work with people with different nationalities and backgrounds
