Monitoring and Evaluation Specialist (Retainer, Homebased)


The Monitoring and Evaluation specialist will support IPMG and UNOPS Country offices in offering technical assistance, advice and support on M&E aspects on a need basis. The M&E specialist will be home based with missions as required. Modalities of missions are to be agreed with IPMG/ respective country offices. Specific tasks can include, though are not limited to, the following.

I. Provide advice for the integration of monitoring and evaluation aspects in the project cycle with reference to tools and methodologies developed by UNOPS

  • Contribute to project proposal development by aligning M&E approach to UN Results Based Management and UNOPS approach
  • Integration of monitoring and evaluation aspects including planning, data collection and reporting and evaluating
  • Identify, support and roll out data management and analysis system to support informed, evidence based decision-making

II. Provide technical support for the implementation of projects carried out by UNOPS to ensure they effectively implement monitoring and evaluation aspects

  • Design the Monitoring and Evaluation strategy, plans and reporting structure for projects
  • Conduct monitor and evaluation activities engaging with concerned communities using participatory approach
  • Contribute to reporting on results achieved in the project including sustainability aspects
  • Mainstream sustainability aspects such as resilience, gender mainstreaming and national capacity building into project’s overall M&E approach

III. Facilitate training and capacity building activities for the project teams and partners, Project Management Offices on M&E aspects

  • Develop and facilitate workshops on monitoring and evaluation related concepts, policies or sectoral issues to develop knowledge and ownership of monitoring and evaluation
  • Design and implement capacity building activities in relation to monitoring and evaluation for project staff/suppliers/communities as appropriate
  • Provide advice and technical support to conduct baseline studies, mid-term evaluation, completion reports and post project impact assessment.
  • Promote M&E best practices, share lessons learned and contribute to wider community of practice
