The operating environment in New York regarding matters of central concern to UNHCR, is rapidly changing.  With the expansion of refugee crisis around the world, and the greater attention these and onward movements are garnering globally, more efforts are being made by the UN in New York to respond to them in a comprehensive manner. UNHCR is increasingly been called upon to contribute and lead in the many new efforts that are underway in NY.

As part of its regular programme, UNHCR in NY engages in standing processes under the lead of the Secretary General, including the High Level Committee on Programme (HLCP), the High Level Committee on Management (HLCM) and the UN Development Group (UNDG). 

The Office also regularly works with the Executive Office of the Secretary General (EOSG), and Departments of the Secretariat including the Department of Political Affairs, Department of Peacekeeping Operations and the Department of Economic and Social Affairs. UNHCR is appreciated as the agency that has the expertise as far as refugees are concerned and indeed in terms of the migration/ refugee movements notably confronting Europe, Middle East, Africa and South East Asia.

The work of the General Assembly (GA) is wide-ranging and certain processes that by necessity must include UNHCR NY, are seasonal.  The GA annual session and work of the Third and Fifth Committees are the most demanding.  This includes UNHCR agenda item and resolutions at the Third Committee and the ACABQ, CPC and Board of Auditors work as part of the Fifth. The inputs for this work are largely centered at UNHCR HQ, with UNHCR NY supporting that work to ensure corporate responsibilities are met in a smooth and coherent manner.

Every four years, the GA assesses the effectiveness, efficiency, and impact of the UN Development System and sets policy orientation for the system. This is known as the Quadrennial Comprehensive Policy Review (QCPR). The last QCPR was in 2012, and in January 2016 the Secretary General (SG) will issue a report on the 2012-2016 period. In February 2016, the Economic and Social Council (ECOSOC) Operational Activities Segment will have a discussion on the implementation of the 2012-2016 QCPR. The SG report will thereafter be updated by mid-2016.

With increasing numbers of refugees, precipitated by the new and unresolved conflict, the Security Council is often engaged with matters of central importance to UNHCR.

The incumbent for this position must have detailed understanding of the UN system and UNHCR¿s special place within it.  Knowledge of the principal organs of the UN is essential and in depth knowledge of the workings of the UN General Assembly, Security Council (and its subsidiary organs) and the Economic and Social Council are a must. A thorough understanding of UNHCRs governance structure and processes as well as its organizational structure at HQ and the field is required. The incumbent will work under the overall guidance of a senior manager in the New York Office (P5 or above).

- The Office is effectively represented in all relevant UN fora.
- UNHCR in NY and HQs are provided in a timely manner with analytical reports on critical issues specifically as they relate to work of the GA, SC and ECOSOC, with a view to furthering UNHCR¿s policy and operational development.
- UNHCR reports and other submissions due for the GA/subsidiary bodies, and/or Secretariat are submitted appropriately.
- UNHCR NY and HQ on an ongoing basis are made aware of the processes and related relevant agenda items of the primary UN organs, and are provided with policy advice on the key areas where UNHCR policy development, input and engagement are needed.
- UNHCR¿s inputs into these processes are appropriately facilitated.

- Monitor, analyse, report and make recommendations on matters of central relevance to UNHCR's mandate that are on the agenda for the General Assembly, the Security Council, the UN Secretariat, and ECOSOC;
- Support the Director of UNHCR in New York-based governance bodies such as the General Assembly's Fifth Committee, Advisory Committee on Administrative and Budgetary Questions (ACABQ) and Committee on Programme Coordination (CPC), especially when senior managers from UNHCR Headquarters are unable to be present;
- In close consultation with DHRM, provided support as needed to ensure timely and adequate responses to all queries by Member States in these administrative, budgetary and programme bodies as requested;
- Promote UNHCR¿s concern and priorities in various meetings of task forces, working groups and/or committees on a range of political, peace and security, operational and related issues of interest to UNHCR as requested by the Director;
- Provide information on major operational/regional/country level political developments;
- Serve as UNHCR's focal point concerning a particular geographic region as necessary as well as on selected thematic;
- Develop and strengthen networking with UN departments and agencies, NGOs and mission counterparts; maximise opportunities for partnerships so as to ensure that considerations and policies formulated are supportive of UNHCR¿s priorities and the needs of persons of concern to UNHCR;
- Advise the Deputy Director or Director and relevant Bureau/Divisions on the key areas where UNHCR policy development, input and engagement are needed; and
- Undertake other related tasks as may be assigned by the Director or Deputy Director.

- Lead contributions made to preparation of UNHCR strategies, positions and public papers and communications on relevant situations or issues.
- Represent UNHCR in matters pertaining to the processes of the UN Principal Organs and those related to the thematic and/or geographic areas of coverage.

- Advanced university degree (Master¿s degree or equivalent degree) in political affairs, law, social sciences or a related area.
- Minimum 10 years of progressively responsible experience in international relations or programme management, of which a minimum 8 years of professional working experience within a subsidiary organ or fund and programme of the UN and at least five years¿ experience in monitoring the work of the UN Principal Organs, notably the GA and ECOSOC and providing policy direction and advice to enable the Organisation to effectively feed into these processes.
- Demonstrated knowledge of the substantive field of work in general and substantive knowledge of rules, procedures and working methods of the General Assembly and ECOSOC.
- Significant experience in the provision of substantive support to UN intergovernmental processes and legislative machinery in an international organization.
- Detailed knowledge of UNHCR¿s conference policies, procedures and practices and responsibilities to ECOSOC and General Assembly processes.
- Proven ability to identify the key issues in a complex environment, and come to the heart of the matter quickly.
- Demonstrated ability to produce reports and papers on technical issues and to review and edit the work of others.
- Proven conscientiousness and efficiency in meeting commitments, observing deadlines and achieving results.
- Demonstrated ability to propose a course of action or makes a recommendation based on all available information.
- Demonstrated facility to research, select, organize and summarize information required for the preparation of meetings and conferences.
- Demonstrated capacity to develop clear goals that are consistent with agreed strategies and to identify and adjust as necessary priority activities and assignments.
- Negotiation and diplomatic skills.
- Fluency in oral and written English.

- Knowledge of another UN language.
