OBJECTIVES OF THE PROGRAMME : To provide accounting policy guidance and support throughout the Organization. To ensure effective financial controls exist and are properly managed. Support efforts to fully implement International Public Sector Accounting Standards (IPSAS). To direct and coordinate the monthly and yearly financial closure processes at the country, regional and headquarters. To allocate costs to projects, maintain reserve balances, and perform all routine monthly accounting processes. To monitor the general ledger and take action where necessary to correct errors. To generate donor, statutory and management financial reports. To act as a focal point for countries, regions, technical units, Global Service Centre and other business areas for all accounting matters. Description of duties: The incumbent's duties are: A. Monitor, analyze and follow up country office financial management (based on reported financial information and audit reports) to identify anomalies and exceptions where further involvement is required. B. Oversee imprest exceptions where reconciliations are not completed on a timely basis or reconciling pending items. C. Identify WHO country office trends and exceptions from expenditure analysis reports where further follow up is required and ensure exceptions are corrected. D. Provide support at country level, working closely with BFOs. E. Provide guidance to budget and finance staff in WHO country offices in the application of expenditure policies and procedures. F. Recommend improvements to expenditure policy, procedures and controls and ensure recommendations are implemented. G. Issue and update SOPs, guidance and work aids on country financial management. H. Assist with the development of standard training materials and provide training. I. In respect of all the above, provide support to BFOs to improve WHO country financial management, intervening in conjunction with the WHO Regional Office where specific problems are identified.Duties might involve travel. REQUIRED QUALIFICATIONS Education:Essential:Advanced level University degree in financial management or other field relevant to the position.Desirable:Professional accounting qualification such as CA, CPA, ACCA or other equivalent qualification.In the event that your candidature is retained for an interview, you will be required to provide, in advance, a scanned copy of the degree(s)/diploma(s)/certificate(s) required for this position. Skills: Demonstrates managerial, supervisory and leadership skills. Comprehensive knowledge of principles and practices of international accounting and financial management. Very good knowledge of and skills in the use of integrated IT accounting systems. Integrity, tact, discretion and ability to recommend and interpret administrative and financial policies and systems and establish and maintain effective working relationships within a team with multi-cultural backgrounds in a multi-disciplinary management service environment. Ability to effectively work with a global network of finance professionals. At least two years experience working with IAS and IPSAS.ERP experience is also required. Proven experience in analysing financial data and trends, and in producing reports.Desirable:Experience working in the United Nations or the World Health Organization.Oracle experience. Languages: Essential:Expert knowledge of English.Desirable:Intermediate knowledge of French. Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates.
