Protection/ Cash/ Wash Project Manager

Who are we?

Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than thirty countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) and to promote durable solutions to the problems of forced migration on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

DRC has worked in Libya/ Tunisia since 2011 in the fields of protection, mixed migration and humanitarian mine action. DRC has offices in Tripoli, Sabha, and in Tunis and Zarzis in Tunisia with promising perspective of opening new implementation in Algeria.


About the job

The Protection/Cash/WASH Project Manager will take primary managerial responsibility for activities providing protection, cash, NFI and WASH assistance to the most vulnerable IDPs and host communities in Libya.  Activities are implemented through partnership with long term Libyan NGO partner to support their humanitarian efforts in Southern Libya and through staff seconded to partners organization providing technical support and M&E.

Reflecting current security situation in Libya and remote management modalities Project Manager will be based in DRC office in Tunis, with potential visits to Libya until the security situation in the country allows full return of expatriate staff. 

Duties and Responsibilities

Responsibilities will include, but not necessarily be limited to, the following: 

Planning and operation

  • Direct management of Protection/Cash/WASH activities.
  • Ensuring DRC activities meet donor’s as well as international standards in design and construction
  • Ensuring SOPs and relevant communication strategies are developed and maintained for each project component
  • Attending and supporting Protection/Cash/WASH -related coordination bodies and ensuring tangible contributions by DRC
  • Coordinating inputs and drafting relevant technical reports and assessments for internal and external use
 Organisation, administration and personnel management
  • Having overall responsibility for the management and capacity building of national project staff and local partner’s, including local partner
  • Ensuring observance of the DRC Code of Conduct throughout activity implementation
  • Responsibility for ensuring that all project processes and procedures are conducted in accordance with the DRC Operations Handbook and the respective donor’s requirements and rules, where applicable
  • Responsibility for good management of project budgets and setting up / rolling out a comprehensive M&E framework to measure impact of projects on beneficiaries
 About you

To be successful in this role we expect you to be experienced and accomplished in managing successful international projects under difficult conditions with specific focus on wash and ideally also on cash and protection, working effectively with people from different nationalities and cultural backgrounds. Moreover, we also expect the following:


  • An advanced degree in political/social sciences, international relations, public administration, development, or a relevant equivalent;
  • International experience in humanitarian and development work
  • At least 3 years of experience in leading and managing an NGO project, including in the field of Protection/Cash/WASH, and with technical and supervisory responsibilities (WASH preferred)
  • Contract management skills and experience
  • High level of computer literacy with proficiency in MSWord, Excel, PDF, and Internet
  • Experience in procurement of shelter/  NFIs items
  • Experience in developing the capacity in Protection/Cash/WASH staff through training, mentoring support, etc.
  • Fluency in written and spoken English required
 Essential Competencies
  • Excellent interpersonal and teamwork skills, working with different  cultural groups and nationalities
  • Experience in capacity building and mentoring of partner organizations (technical/ operational)
  • Arabic language is a strong asset
  • Experience with remote management
  • Experience from MENA region


We offer

Contract length: 9 months, renewable contingent upon funding and satisfactory performance;

Designation of Duty Station: Non-family/unaccompanied

Start date: April 2016
