Under the direct supervision of the Programme Coordinator and the overall supervision of the Chief of Mission (CoM) in Guinea and in coordination with relevant Programme units at Headquarters (HQs) and Regional Office (RO) in Dakar, the successful candidate will be responsible and accountable for the overall support and implementation of the assigned project activities.

Core Functions / Responsibilities:

  1. Plan, implement, monitor and evaluate the administrative and operational activities of the

Project in close coordination with the relevant units.

  1. Ensure timely and effective implementation of the project activities with respective implementing partners, in accordance with the project proposal and other relevant project documents.

  2. Prepare periodic reports for the donor on project delivery, including interim and final reports to donors on budgetary expenditure and results. Provide regular input to the reporting unit for donor updates, donor reports, newsletters, etc. as needed.

  3. In coordination with the information management unit, design and oversee all information management tools required to track service delivery and identify gaps including reports, mapping, spreadsheets, and others as required.

  4. Maintain regular liaison and consult with government counterparts, United Nations agencies and other partners on the project strategies and policies at country level.

  5. Ensure cooperation and dialogue with all development partners to facilitate a coordinated approach to project implementation.

  6. Provide programmatic supervision and guidance to project and administrative personnel employed under this project.

  7. Identify new programme possibilities consistent with expressed Government needs, IOM’s mandate and strategy in Guinea; on this basis, support in the development of proposals and follow up on submission to donors.

  8. Represent IOM at meetings organized in the framework of the project, or as part of an IOM representation at such meetings, including in donor briefings, visits to project sites and media presentations.

  9. Monitor the budget and propose corrective measures in coordination with the Mission’s

Resource Management Officer (RMO) and CoM.

  1. Ensure proper documentation of the project data, including reporting to concerned departments on project activities. Organize the collection, processing and analyses of project data and ensure a systematic approach in data handling.

  2. Ensure the integration of cross-cutting issues such as gender, children and other vulnerable groups in the project are considered during the project response.

  3. Undertake frequent duty travel relating to project activities, as required.

  4. Perform such other duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in Public Health, Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.


• Experience in humanitarian programmes for migrants and capacity-building activities;

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Familiarity with financial and business administration;

• Sound and proven understanding of internal and international migration issues in Guinea, the sub-region and related issues;

• Knowledge of the region is an advantage.


Fluency in English and French is required.

Internationally recruited professional staff are required to be mobile.
