The Statistics for Development Division (SDD) is managed from SPC’s headquarters in Noumea, New Caledonia. The division employs around 20 staff based in Noumea. Its goal is to strengthen the capacity of national statistical systems and social and economic planning agencies to provide policy-makers and analysts with a wide range of demographic, economic and social indicators to support planning and decision-making. To achieve this goal, the division’s strategic plan, addressing Phase 2 of the regional Ten Year Pacific Statistics Strategy 2011–2020, focuses on five objectives: i) undertaking core statistical collections, including the use of key administrative databases; ii) producing the agreed core set of statistics across key sectors; iii) ensuring countries have a national statistics strategy or plan in line with their national development strategies; and iv) advising statistics stakeholders about emerging statistical tools and systems; v) contributing to effective and efficient national and regional statistics governance.

The role The Application Developer will be responsible for developing, supporting and conducting training for Education Management Information Systems (EMIS), databases and software applications in the region, which is a priority activity under the Ten Year Pacific Statistics Strategy, 2011–2020. The role will encompass the following key result areas:

  • Application development and database administration: incorporate Assessment of Teaching and Learning Administration System (ATLAS) into EMIS and develop a sustainable and long-term plan for data flow and interoperability; develop software in VB.Net, C# or any other selected programming languages for development of Education Management Information Systems (EMIS); analyse and design new databases; create new programmes or SQL scripts and assist in the systems implementation activities which involve system installation and configuration.
  • Research and development – technical documentation: review and promote the appropriate introduction, and plan for the implementation of software tools or EMIS features that offer new/latest functionality, including suggesting technical solutions to problems; research and evaluate emerging technologies that may contribute to the future regional EMIS application development platform. Act as a liaison with software developers, consultants or other providers for the purpose of resolving problems and meeting user needs and regional objectives.
  • Capacity development, mentoring and training: carry out training needs analysis for education staff and provide in-country advice and support in programming on how to conduct basic database troubleshooting. Supervise and mentor other Pacific Island computer information systems staff involved in EMIS software development and coordinate the installation of new software systems, train staff on how to use software and provide ongoing support. Peer review code and database design, and offer constructive advice and training to team members. Provide technical support, training and capacity building to system users, as required.

Key selection criteria

1. Qualifications

A degree in a field relevant to computer science, information systems\technology, software engineering or a related discipline, from a recognised tertiary institution.

2. Technical expertise

At least five years' practical knowledge and application of database development methodologies, preferably in education management information systems (EMIS), and a demonstrated ability to design and establish education management systems, and to analyse data produced by these decision support systems. Solid experience in database system design and development, data modelling, and maintenance of data models, and experience in the use of software development standards. Proficient in developing Microsoft .net-based applications. Extensive knowledge in the area of database management systems (e.g. SQL programming), particularly in front-end development for online reporting using MS SQL Reporting Services.

3. Essential skills

Excellent communication skills, with proven experience in professional training and staff development, including the planning and delivery of technical workshops. Experience in a developing country environment, particularly in the Pacific, will be highly regarded. A demonstrated ability to share technical knowledge to in-country partners. Demonstrated work experience in producing system and user manual documentation for deployed databases and database applications.

4. Language skills

Excellent English skills, with a working knowledge of French being an advantage.

5. Interpersonal skills and cultural awareness

Good interpersonal skills. A team player, with the ability to network and work effectively in a multicultural setting. Cultural sensitivity, and a demonstrated understanding of developing country environments. Knowledge of Pacific Island countries and territories is an advantage.

Salary, terms and conditions

Required start date – This position is to be filled as soon as possible.

Contract duration – This position is budgeted for 12 months.

Benefits – SPC provides a monthly housing allowance of 25% of salary. Employees are entitled to 25 days’ annual leave and 30 days’ sick leave per annum, life insurance, and access to SPC’s Provident Fund (contributing 8% of salary to which SPC adds a matching contribution).

Remuneration – The Application Developer is a Band 10 position within SPC’s 2016 salary scale, within SPC’s 2016 salary scale, with a starting salary range of (special drawing rights) 2,403–3,003 SDR per month, which currently converts to approximately FJD 7,064–8,830 (USD 3,340–4,175; EUR 3,038–3,797). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; however, Fiji nationals employed by SPC in Fiji will be subject to income tax.
