OBJECTIVES OF THE PROGRAMME : The objectives of the Programme is to contribute to the successful implementation, monitoring, evaluation and reporting on PARMaCM through: - Contributing to annual operational planning, implementation, monitoring, evaluation and reporting of the programme; - Supporting procurement, distribution and monitoring of medical products, supplies and technologies (medical equipment, medicines and medical supplies); - Developing Logistics Management Systems for medicines and medical equipment including forecasting, procurement, stock management and other issues related to medicines and medical supplies;- Contributing to improving the health information systems, with special emphasis on information related to maternal, newborn, child and adolescent health indicators and M&E tools; - Facilitating coordination of PARMaCM activities. Description of duties: The Project Coordinator in WHO will work with Directorates and Programmes in Ministry of Health and Social Services (MOHSS) at the national, regional and district level for effective implementation of the project. The incumbent works under the direct supervision of the WHO Representative (WR) in Namibia and in collaboration with the Programme Officers in the country office. In relation to PARMaCM implementation, the incumbent will liaise primarily with the Directorates of Policy Planning and HRD and the Primary Health Care at the MOHSS and other relevant Directorates and with IST/ESA, WHO/AFRO and WHO/HQ when required. Procurement and contract actions related to the implementation of PARMaCM, in collaboration with the Operations Assistant and other WCO staff.Under the direct supervision of the WHO Representative, and in collaboration with IST/ESA, AFRO and HQ, the incumbent will support:- The WHO Country Office and the Ministry of Health and Social Services in the management and coordination of PARMaCM activities, track, monitor and evaluate PARMaCM implementation;- Collaborate with the Central Medical Stores and the Logistics Management System (LMIS) of the Ministry of Health and Social Services with special emphasis on essential medicines and medical equipment and supplies;- Monitor the availability of PARMaCM funds, to ensure that financial commitments, expenditure and periodic Budgetary reports are controlled and in line within established limits;- Identify operations, administrative and other constraints which may affect programme implementation and propose solutions to improve quality, timeliness, and cost effectiveness;- Assess the financial performance of the project on a regular basis, prepare reports and documents related to the project and funding levels;- Ensure that all technical and financial matters are handled appropriately during and at the end of the project;- Perform any other duties as required by the WR. REQUIRED QUALIFICATIONS Education:Essential: A degree in Business Administration, or Bachelor of Arts in Finances and Public Administration and/or in Public Health. Desirable: Diploma or post-graduate degree in project implementation and coordination, business management and administration, health services management, public health, human resources management. Skills: - Possess technical knowledge and skills in the area of health services organization and management, including situation assessment, planning, organization, monitoring and evaluation;- Demonstrates knowledge and skills in project design, planning, implementation, monitoring and evaluation;- Demonstrates accuracy and thoroughness, able to produce quality results under pressure, and follows through on commitments;- Develops innovative approaches and creativity, follows policies and procedures and completes work in a timely manner;- Capable of independent actions and takes calculated risks;- Able to manage competing demands, deal with frequent change or unexpected events;- Presents information in a clear and persuasive way;- Undertakes self-development activities.Other Skills:Ability to use Microsoft software (MS Word, Excel, Power Point, etc.) and EPI-Info and/or other statistical data processing applications.WHO Competencies: 1. Experience: Essential: - At least 5 years of experience in managing/organizing public services at national and/or international levels; - Working experience in the health field, (health systems strengthening, human resources for health, Logistics, management and Information Systems, health information system design, finances, public administration, services design, implementation and evaluation).Desirable: Experience of working with international organizations, training and/or research institutions. Languages: Fluent in English, knowledge of additional UN and local languages is an asset. Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates.
