Logistics Technical Officer for Syria Response – Based in Amman (Jordan nationals only)

We are looking for a Logistics Technical Officer to our Syria Response office in Amman.

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counseling and legal Assistance (ICLA) to forcibly displaced people.

The Syrian Crisis is well into its fifth year, but the level and intensity of conflict in the country remains high. Humanitarian and protection needs inside of Syria are overwhelmingly resultant of the effects of ongoing conflict in a complex emergency situation, in which displacement is both massive and widespread. According to OCHA, 13.5 million people are in need of humanitarian assistance inside of Syria and millions have been forced to flee. Approximately 6.5 million people are IDPs - over one third of the total population, including those forced to leave the country, and more than 40% of the current population living inside the country. Most IDPs have sought refuge with host families and in abandoned or unfinished buildings, which are often overcrowded. Elsewhere, they reside in tents or makeshift accommodation in informal settlements and camps only. ESCWA estimates that over 680,000 houses have been completely destroyed since the start of conflict in 2011, with a further 2.1 million houses damaged by fighting. According to the Multi-Sector Needs Assessment (MSNA, October 2014), 2.8 million people require non-food item (NFI) assistance. Needs related to Food Security are growing in parts of Syria, where peoples capital and assets have been diminished. Some areas have been drought-affected since 2008, where agricultural infrastructure has suffered from neglect even prior to conflict.

We are looking for an ambitious, motivated, and communicative candidate who will support in the day to day Logistics, and procurement tasks. Our ideal candidate is someone who has good cultural awareness and sensitivity, diplomatic, has good negotiation skills, and trustworthy. 

As a Logistics Officer you will be responsible for supporting the logistics coordinator in the delivery of procurement and logistics, ensuring Policies and procedures are being followed, identifying and capacity build potential resources in addition to logistics and procurement systems and preparing reports.


Job tasks and responsibilities:

  • Manages the set up and maintenance of all logistics and admin filing, electronic and hardcopy, and ensures that files are complete, correct and include all relevant documentation to meet audit requirements.

  • Completes and files accurate and up-to-date logistics documents, incl. Goods Received Notes (GRN), Waybill, and Loss & Damage Reports.

  • Ensures all local procurement procedures in the NRC SRO are effectively followed in compliance with the NRC logistics Handbook and relevant donor guidelines.

  • Identification of suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of program implementation in accordance with NRC logistics guidelines.

  • Responsible for cash handling and ensuring that all cash advances for local procurement are reconciled in accordance with NRC finance policies and procedures.

  • Ensures all stock management procedures in the NRC SRO are effectively followed in compliance with the NRC logistics Handbook and relevant donor guidelines.

  • Supervises the receipt, storage, and distribution of office supplies and stationery for the SRO.

  • Tracks NRC SRO assets from procurement to disposal by maintaining the asset register.

  • Responsible for the smooth running of the day to day fleet operations including line management of Drivers.

  • Responsible for the day to day management of the annual rental contract for vehicles - including coordination with the rental company in regards to accidents, insurance claims, new and replacement vehicles/Drivers.

  • Work with the Logistics Coordinator to optimize in terms of safety and cost effectiveness across the NRC SRO fleet.

  • Responsible for the day to day admin and facilities management of the NRC SRO, including overseeing maintenance where required.

  • Prepares and submits daily / weekly / monthly logistics reports as required, including PR Tracker, Stock Report, Assets Register, and Fleet Report.

  • Any other specialized logistics assistance as directed by line management.
