Consultancy – Equity Mapping

Scope of work:

The key objective of the consultancy is to review national data sources, undertake analysis of existing data and develop equity profiles to strengthen the evidence-base planning, targeting for identifying the most vulnerable populations suffering from multiple deprivations. The consultancy will support the capacity development of UNICEF staff to understand and analyze data for further use for programming, reporting and advocacy on equity and deprivations facing children, women and other marginalized populations.

As such, the consultant will conduct a lliterature review and identification of data gaps, a series of consultative meetings with programme managers and relevant government counter parts, data collection, analysis, presentation of equity maps, training on equity mapping.

ü Collect and review available publications on children in Sri Lanka and identify key gaps in the information base

ü Conduct discussions with UNICEF section chiefs and relevant programme officers and national counterparts to update/modify the list of key areas and to elicit possible sources for the missing data and informational gaps.

ü Generate tables, graphs, maps and other pertinent information based on agreed list of indicators, stating their limitations and strengths from the particular data source; Advise on open-access software(s) that can be used to produce equity maps and later transition to DevInfo; Consult with programme sections and agree on key messages from the analysis.

ü Organize a workshop for all chiefs of sections and relevant programme officers to present the equity maps generated; Design session and provide facilitation support to internal and external statistics and data training for SLCO and selected partners.

ü Prepare a paper on what equity mapping can bring to planners and programmers.

ü Advanced university degree in statistics, social science such as economics, demography or sociology, or other relevant field.

ü Minimum 5 years of relevant work experience

  • Knowledge of children’s rights, including Convention on the Rights of the Child (CRC), Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and other international legal instruments such as World Fit for Children (WFFC), the Millennium Development Goals (MDGs) and Sustainable Development Goals (SDGs); Knowledge and Demonstrated experience with Rights Based Approach to Programming; Institutional knowledge of the UN and UNICEF.

  • Demonstrated data analysis skills, especially in social statistics and research experience and ability to develop analytical tools and to conduct specialized analysis from multiple data sources;

  • Expert skills and experience in data analysis, especially in handling statistical software such as STATA, SPSS, etc;

  • Proven experience in handling GIS Mapping software and other free online mapping tools;

  • Experience with analysing census and household survey data such as from Multiple Indictor Cluster Surveys (MICS), Demographic and Health Surveys (DHS), Household Income and Expenditures Surveys, Census & Population Surveys, etc required;

  • Experience of working with national statistical offices in developing countries particularly in the South Asia Region highly desirable;

  • Experience in interpreting and presenting data to extract policy relevant messages;

  • Excellent facilitation and coordination skills.
