Organizational Setting

The Climate and Environment Division assists member countries in policy development, planning and responses towards the challenge of climate change; This includes the promotion of adaptive capacities and climate resilience, as well as the mitigation of climate change within agricultural sectors, and support to Disaster Risk Reduction in the context of extreme climate risks and extreme events. It provides a coordination role in FAO on climate change and related climate smart agriculture issues as well as disaster risk reduction and climate risk management. The Division also serves as the focal point for a multidisciplinary and global approach to bioenergy.

The post is located in the Climate Impact, Adaptation and Environment Team.

Reporting Lines

The Climate Change Officer (Adaptation) reports to the team leader.

Technical Focus

Climate Change Adaptation, climate resilience and the climate change-energy nexus including climate change mitigation.

Key Results

Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

Key Functions

  • Researches and analyzes technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;

  • Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;

  • Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;

  • Collaborates in the development of improved/updated tools, systems, processes, and databases;

  • Participates on multi-disciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;

  • Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;

  • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;

  • Supports resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

  • Supports divisional work on climate change adaptation and resilience and provides technical input to the divisional contributions to the implementation of FAOs strategic objective 2 “Improved Agricultural Productivity & Sustainability” and strategic programme 5 on “Resilience to Shocks and Crises” and related Delivery Mechanisms

  • Provides technical support to the formulation and implementation of projects and programmes related to climate change adaptation and climate resilience within integrated multi-sectoral strategies and frameworks for sustainable agriculture and natural resources management, and the development of normative products and services that facilitate the implementation of related field projects;

  • Integrates climate change adaptation, disaster risk reduction and climate-smart agriculture concepts, including options for climate change mitigation and approaches into field projects;

  • Assists countries in the realization of their Intended Nationally Determined Contributions (iNDCs) and the roll out of the Sendai Framework for DRR in the agriculture, forestry and fisheries sectors at national level

  • Supports the development and implementation of initiatives to address social impacts of climate change such as migration and access to safety nets;

  • Contributes to the work on SAFE (Sustainable Fuel and Energy) as a critical aspect of rural people’s resilience in the context of emergency/rehabilitation settings related to climate induced disasters;

  • Supports the provision of conceptual and technical advice to member countries and FAO decentralized offices in the fields of climate change adaptation and resilience building in and across agricultural sectors

  • Assists NRC in organizing technical meetings and facilitate technical networks


Minimum Requirements

· Advanced university degree in natural resources, social sciences, agriculture, development policy or a related field with some specialization in climate change

· Five years of relevant experience in sustainable agricultural development with demonstrated experience in climate change related issues for developing countries

· Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills

· Advanced university degree in natural resources, social sciences, agriculture, development policy or a related field with some specialization in climate change

· Five years of relevant experience in sustainable agricultural development with demonstrated experience in climate change related issues for developing countries

· Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

· Work experience in more than one location or area of work, particularly in field positions is desirable

· Extent and relevance of experience or knowledge of issues related to climate change and agriculture and natural resources management in developing countries and in particular in relation to climate change adaptation, disaster risk reduction, sustainable agriculture, , forestry and fisheries and/or the climate change/energy nexus in developing countries

· Familiarity with UNFCCC policy agendas or UNISDR-SFDRR policy agendas

· Extent and relevance of experience in the formulation and implementation of projects related to climate change;

· Extent and relevance of experience in the preparation of technical and policy reports and capacity development materials;

· Extent and relevance of experience in addressing social aspects of climate change impact;

· Extent of experience in organizing medium to large scale international technical meetings and conferences;

· Experience in the establishment and facilitation of technical networks.
