ICLA Technical Officer (national) - Kramatorsk - Ukraine


The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In light of the ongoing conflict in eastern Ukraine, causing displacement of civilians and increasing pressures on resources and host communities, NRC has established a long-term Country Programme in Ukraine in line with NRC’s mission statement and core competencies. The main and immediate focus is for NRC to provide emergency response to the conflict-affected population including IDPs, returnees, host communities and local communities. However, due to the continued displacement from the regions of Donetsk and Luhansk, NRC is looking for medium-term opportunities to address additional needs with a focus on areas where NRC’s strength and added value may be relevant.
The ICLA Technical Specialist reports to the ICLA Legal Project Coordinator.

Job description

  • Implement ICLA activities according to strategy, proposals, budgets and plans
  • Ensure adherence to NRC policies and donor requirements
  • Involve and inform communities and community leaders about the activities
  • Break down the annual operational plans into weekly, monthly and quarterly implementation plans
  • Coordinate with relevant partners
  • Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
  • Prepare periodic progress reports and other documents as required
  • Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
  • Facilitate provision of basic information about the rights and entitlements of beneficiaries
  • Facilitate individual and group legal counselling from the office(s) and during mobiles visits
  • Support and mobilise beneficiaries for enabling them to address their legal issues independently
  • Provide follow up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently
  • Facilitate follow-up of unsolved issues through contacts with relevant authorities by mail, formal correspondence, phone and personal meetings
  • Identify, analyze and document violations of the rights, propose and advocate remedies.
  • Contributes to the monitoring and profiling exercises organized and/or participated by NRC
  • Compile reports on activities and cases of interest by request of ICLA Programme Management
  • Compile monthly narrative and statistical reports in the respective formats
  • Perform any other tasks as requested by ICLA Coordinator or ICLA Programme Development Manager


  • Good knowledge of the context in Ukraine
  • Fluency in the Ukrainian and Russian languages
  • High education with background in law or similar
  • Experience of working as a lawyer in civil and administrative law
  • Experience of working in the field with displaced and/or vulnerable groups and communities
  • Knowledge of the software programs (MS Word, Excel, PowerPoint)
  • Preferably having valid driving license
  • Experience from working on the similar positions in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English, both written and verbal

  • Commencement: 15 January 2016
  • Contract period: 12 months with possibility of extension depending on funding
