Description of duties: Under the general supervision of the Deputy Director (DD), and the direct supervision of the Director of Communications (CMU), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:a) Provide technical advice and guidance to the Organization on editorial and publishing matters; represent the Organization in the WHO Publishing Policy Coordination Group (PPCG) and related inter-institutional activities;b) Develop policies, strategies, and plans to improve scientific and technical publishing in the Organization; coordinate the development, update, and maintenance of the PAHO publishing policy; advocate for the policy to be implemented throughout the Organization, Country Offices; and Specialized Centers;c) Coordinate and provide input for the development and implementation of style guidelines; prepare, update, and maintain directives and guidelines governing editorial and publishing work; analyze proposed publications submitted by technical programs and recommend the most cost-effective and efficient format, treatment, and end product; provide editorial support during times of public health emergencies;d) Identify, prepare, and coordinate training activities to improve the quality of the Organization's scientific and technical publications and related information products; e) Coordinate the development and maintenance of the Organization's publications portal, integrating all publications produced at Headquarters and in the Country Offices;f) Research, advise and introduce new publishing practices and technologies to improve editorial and publishing processes, streamline workflows, and increase efficiency and cost-effectiveness;g) Develop and foster alliances and partnerships with other organizations for publishing ventures and exchanges; h) Manage production and dissemination of PAHO publications and other information products to and through academic institutions, scholarly journals, scientific and technical meetings, international book fairs, the media, and electronic forums; i) Identify publishers, nongovernmental organizations, and academic institutions who will translate PAHO publications into other languages, thereby increasing PAHO's global reach; manage licensing permissions for translation and reproduction rights of PAHO publications and proprietary information, which will generate income while at the same time raising PAHO's profile and increasing its prestige as a knowledgeable, credible information source in the international public health community;j) Supervise the work of the Publications Services team; prepare, communicate, and oversee work plans;k) Monitor changes in workload, redistributing as necessary, in order to maintain optimal quality and efficiency;l) Provide leadership, guidance, and support to team through setting of clear work objectives, timely and effective use of performance reviews and feedback mechanisms, regular communications, and resolution of interpersonal or technical conflicts; establish and support a learning environment;m) Represent the Organization in meetings and congresses, particularly those in the areas of scientific and technical publishing;n) Collaborate with the Director of Communications in the preparation of biennial work plan, programs and budgets, semiannual work plans, and periodic evaluations for assigned projects; o) Perform other related duties, as assigned. REQUIRED QUALIFICATIONS Education:A bachelor's and master's degree in communications, journalism, a health-related science, international studies, or related field from a recognized university. Monitors one's work using transparency in the execution of all tasks.Technical Expertise:-- Theoretical knowledge and expertise at the highest level in all aspects related to scientific publishing processes, and in the definition of criteria to select and evaluate scientific communication production, including journalistic abilities and resourcefulness to evaluate and guide the quality of editorial products.-- Broad understanding of public health, scientific and corporate communication best practices and innovations; knowledge of information policy issues, methodologies for electronic publications, and public health terminology and concepts.-- Expertise in techniques to develop, implement, coordinate, and evaluate publishing policies, processes, operational procedures, and training methodologies; and in project design, writing, coordination, and evaluation. -- Strong technical, analytical, conceptual, interpersonal communication skills; demonstrated ability to identify, assess, analyze, synthesize, and provide recommendations on key technical and administrative issues. -- Diplomacy, tact, and ability to effectively communicate with senior-level officials, multiple stakeholders, and professionals from diverse cultural and professional backgrounds; ability to develop and coordinate networks with relevant players in the field of international health and communication -- Strong professional oral and writing/editing skills, including the ability to develop reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.IT Skills:Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset. Experience: Essential: Nine years of combined national and international experience in publications management, scientific communication, and other related publishing activities. Desirable: Publishing management experience with an international organization or an international nongovernmental organization, preferably in the field of public health, would be an asset. Languages: Very good knowledge of English and Spanish. Knowledge of Portuguese or French would be an asset.
