Consultancy: Results-Based Management (RBM) for National Child and Youth Development Plan (NCYDP)

The Social Policy Section, UNICEF Thailand Country Office is seeking an individual consultant to provide technical assistance to Department of Children and Youths (DCY) of Ministry of Social Development and Human Security (MSDHS) in applying RBM principles in design and formulation of the NCYDP during 2017-2021 and development its monitoring and evaluation framework and plan.

Work Assignment:
Under the supervision of Chief of Social Policy and Monitoring and Evaluation Officer, the consultant will perform the following tasks:

A. Pre-workshop to design a three-day RBM workshop for design and formulation of the NCYDP (3 days in Thailand)

  • Working closely with a national consultant team which consists of two Planning experts and one Child and Youth expert to review of situation analysis which was conducted in February 2016
  • Design a three-day workshop among key stakeholders

B. Leads the RBM workshop with support from the national consultant team to ensure that the workshop will result in the following contents of the NCYDP (3 days in Thailand)

  • Vision and Mission
  • Purpose and objectives
  • Strategies
  • Priority areas
  • Major interventions
  • Result Framework including impact, outcome and output, mean of verification, methodology for data collection
  • Role and responsibility of key stakeholders

C. Based on conclusions of the three-day workshop, develop a draft result framework for NCYDP with support from the national consultant team (3 days in Thailand)

D. Participate in at least two out of four regional workshops (7 days in Thailand)

E. Finalise a monitoring and evaluation plan for the NCYDP

  • Develop a monitoring and evaluation plan with support from the national consultant team-reviewing impact, outcome and outputs, means of verification, methodology for data collection, roles and responsibilities of key stakeholders (2 days in Thailand)
  • Finalise the monitoring and evaluation plan (5 days in your own work station)

End Product(s):

  • RBM workshop agenda and training packages including design, methodology and materials-

  • 2-3 Drafts of NCYDP Result Framework

  • Final monitoring and evaluation plan for the NCYDP

Estimated Duration of Contract: 23 working days over the period of April - June 2016**

Official Travel: Travel to 3 provinces for the national and regional workshops

Qualifications or Specialized Knowledge/Experience Required:

  • Advance university degree in Social Science/Studies or equivalent.
  • At least ten years of professional work experience in the area of public sector reforms and managing for development results.
  • Experience in Public Service Reform, RBM, Performance Management, Change Management and Monitoring and Evaluation. Previous experience in designing national RBM framework(s) to other countries is a strong asset.
  • Background in programme formulation and familiarity with the Government/Public Sector systems, processes and operations. Knowledge of various management approaches will be an advantage.
  • Strong experience in the area of Results-Based planning, monitoring and evaluation of policies, programmes, projects as well as excellent technical knowledge and experience in the designing and implementing RBM systems including data collection, data analysis, monitoring and evaluation systems, and reporting.
  • High Proficiency in English language (verbal and written).
  • Creative, analytical thinking and excellent report-writing skills.
  • Demonstrated high level communication skills and the ability to effectively communicate complex information in a clear and concise manner.
  • Ability to lead and work effectively with diverse team of people.
  • Strong interpersonal and leadership skills.
