The purpose of this anticipated five-year project is to improve reading outcomes of children in early grades of public school and the equivalent grades in daaras in the following regions in Senegal: Diourbel, Fatick, Kaffrine,Kaolack, Louga, Matam and St. Louis. Interventions will be aligned with the following three outcomes 1) Early grade reading instruction in public primary schools and daaras improved; 2) Delivery systems for early grade reading instruction improved; and 3) Parents and community engagement in early grade reading improved.

Job Summary / Responsibilities:

The Senior Monitoring and Evaluation Advisor has overall responsibility for developing and using appropriate monitoring and evaluation tools to monitor project performance, fidelity of implementation, and progress towardsreading outcomes using early grade reading assessments (EGRA). He/she is also responsible for analyzing dataand sharing results to inform revisions to curriculum, professional development, and overall project implementation on an ongoing basis. The Senior Monitoring and Evaluation Advisor will work closely with the Ministry of Education, local partners, and other key stakeholders to conduct all monitoring and evaluation work. Key responsibilities of the position include:

  • Develop and oversee the collection of data and reporting for the performance monitoring plan.
  • Work with curriculum experts from the Ministry of Education, academia, nonprofit, and other key stakeholders to develop, pilot and adapt monitoring and evaluation instruments for the project including early grade reading assessment (EGRA) tools.
  • Develop or adapt data collection instruments and tools for all project activities.
  • Collaborate with and build the capacity of local partners and government stakeholders to conduct allmonitoring and evaluation activities
  • Adapt monitoring tools for formative as well as summative evaluation use and ensure that tools are built into government systems as much as possible.
  • Analyze EGRA results and other project data and make recommendations to inform improvements to materials and/or project implementation.
  • Design and implement a comprehensive monitoring and evaluation system for the project including baseline, midline and endline studies and a high-quality data management system.
  • Conduct Data Quality Assessments for project indicators.
  • Closely monitor all activities of the different results areas of the project through the collection of data; including compiling the data into a database, conducting analysis, preparing reports, and developing dissemination strategies.
  • Disseminate analyses and data reports to key stakeholders and staff as well as relevant external partners.
  • Train staff on basic monitoring and evaluation principles and data collection.
  • Prepare information for ongoing reporting as required by the USAID contract.
  • Manage external research and evaluation consultants as needed.
  • Report on progress, accomplishments, or potential setbacks to the Chief of Party.


  • Master’s degree (or foreign equivalent) required in education, public policy, economics, statistics, or related field that includes research or evaluation methodology and statistics training
  • Must have a demonstrated track record to successfully monitor program results and indicators of reading acquisition and community engagement.
  • Must have eight years of designing, monitoring and evaluating programs, of which at least four years must be of education related activities.
  • Must have knowledge of USAID reporting and data quality requirements.
  • Technical familiarity with relevant monitoring and evaluations methods
  • Excellent oral and written communication skills in French are required
  • Proficiency in oral and written communication in English preferred.
  • Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft) as well as other database and statistical applications (SPSS, SAS or STATA)
