OBJECTIVES OF THE PROGRAMME : To deliver WHO core functions at the country level with particular focus of the Organization's directing and coordinating role for international work and to provide guidance, information and practices leading to full compliance and accountability with the Organization's established rules and regulations. Description of duties: Under the direct supervision of the WHO Representative and general guidance of the Director, Administration and Finance for the South-East Asia region, the incumbent performs the following duties:Administration1. Manages staff in delivering a full range of administrative services in support of programme implementation, viz., finance, human resources, procurement, travel, meetings, premises management, security, information technology & communications, asset management and GSM operations.2. Provides advice and analysis to WR and other relevant staff at WCO on areas of administration including compliance with rules and regulations and guidance.3. Oversees and supervises accounts management, handling of cash and imprest accounts, and submits reports in accordance with rules and guidance.4. Advises WR on a wide range of HR issues and oversees recruitment and contract management issues.5. Oversees procurement of goods and services for management of country office or for support of the WHO collaborative programme, participates in local contract review committees, and ensuring best value for money in procurement practices.6. Facilitates team building and coordinates staff development and learning activities.7. Assists the WHO Representative in establishing and maintaining an efficient and effective compliance programme within the Office promoting awareness on standards of conduct and compliance.Security8. Represents WHO in the UN common services system and participates in other Inter-Agency coordinating mechanisms and coordinates security management and ensures compliance of decisions taken at such forums. 9. Assists the WHO Representative in matters concerning security of WCO and coordination of security measures within the UN country team.Coordination10. Liaises with government departments and other diplomatic missions to ensure timely approval of visas, work permits, licences, vehicle imports and other relevant administrative issues.11. Liaises with SEARO administrative and programme units to ensure timely delivery of services. 12. Represents WHO at meetings at national and regional levels in administration, management and other areas as decided by the WR.Programme13. Liaises with technical programme staff in WCO and informs WR on the implementation status and ensures optimal utilization of resources.14. Assists WR in identifying factors impeding effective implementation of WHO collaborative programme and provide solutions.15. Performs any other duties as assigned by WHO Representative. REQUIRED QUALIFICATIONS Education:Essential: University degree from a recognized institute in business/public administration, economics, organizational development.Desirable:Training in HR, accounting finance, monitoring and evaluation.WHO only considers higher educational qualifications obtained from an accredited institution. Ability to work under pressure in an independent manner with an inter-disciplinary team. Ability to manage teams. Ability to represent the Organization in dealing with Government, UN agencies and other development partners. Excellent knowledge of WHO goals, policies, its structure and functions. Good skills in interpersonal relationships; ability to write concisely and clearly. Experience: Essential: At least three years' experience including international experience in managing a wide range of administrative and financial services, leading and supervising staff teams.Desirable:Experience with WHO/UN or equivalent organization working in a developing country setting and interaction with national authorities. Languages: Excellent knowledge of spoken and written English. Working knowledge of the local language is an advantage. Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates.
