Deputy HR and Admin Manager - (Turkish Speakers only) - National staff

Position: Deputy HR and Admin Manager

Location: Gaziantep, Turkey

Reports to: HR Manager

Duration: 6 months, extension subject to funding

Relief International is registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond their needs in health, water, sanitation and hygiene (WASH), and education.

Position Summary:

Under the direct supervision of the HR Manager, the Deputy HR and Admin Manager will ensure the day to day HR functions are performed in accordance with RI policies and procedures, Turkish Labour Law and HR best practice. The Deputy HR Manager shall take the leadership of the HR department whenever the HR Manager is not available.

Position Duties and Responsibilities:


  • Oversee the recruitment process both in Turkey and in Syria, ensuring that it is conducted in a transparent, timely and efficient manner, as well as in compliance with RI’s policies and Turkish Labor Law (for the recruitments in Turkey).
  • Make sure that the HR Coordinator has arranged orientation and on-boarding for all newcomers.
  • Actively participate in the recruitment of managerial positions.

Compensation and benefits

  • Revision of the payroll preparation ensuring this is made in a timely and efficient manner, while being compliant with donor and Turkish regulations.
  • Promote the planning of leave among departments.

Employee Relations

  • Ensure the follow up for the timely processing of new contract, contract extension, staff transfer, promotions and other change of status.
  • Respond to employee related queries and provide services to all HR related inquiries and requests.
  • Make sure that employees’ files are auditable at all times as per RI standards and any relevant donors’ requirements.
  • Ensure the consistent implementation of HR and administration policies and procedures across the country program.
  • Ensure the timely application for Residence and Work Permits of foreign staff, and of SGK for national staff

Performance Management

  • Ensure all staff have undergone training on the new Performance Management System and that the evaluations are done in a timely and quality manner.
  • Ensure line managers comply with the internal guidelines for promotions


  • Develop the capacities of HR staff on any HR-related aspects
  • Coordinate with the HR Coordinator, HR Manager and the RI’s Training Director the creation and implementation of individual development plans.


  • Keep a healthy and updated relationship with Turkish authorities regarding Turkish Labour issues and updates.
  • Follow up on any news, updates and information from the Turkish authorities having an HR impact (following the Official Gazette, updates from the Ministry of Labour, etc.).

Qualifications & Requirements:

· Educated to degree level, with professional qualification in HR.

· At least 5 years continuous practice in a similar position

· Fluent English and Turkish speaker

· Strong knowledge of Turkish labor law

· INGO experience is strongly preferred.

· Ability to prioritize and deal with competing demands.

· Excellent organizational, interpersonal and communication skills.

· A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team.
