OBJECTIVES OF THE PROGRAMME : The programme objective of the department is to provide region-wide delivery of administrative services and support on personnel, information systems, procurement, general administration, financial, legal and constitutional matters. The objective of the procurement unit (Medical Supply Unit) is to provide the Region with cost-effective, efficient, risk managed and ethical procurement of goods and services as well as shipping, delivery and logistics, in order to fulfil the operational needs of the regional program. Description of duties: Under the general supervision of the Director, Administration and Finance (DAF), the incumbent will carry out the following duties:1. Plan, direct, organize and coordinate regional procurement of goods and services for, inter alia, medical supplies, project and office equipment for regional clients and, as requested by Member States through the reimbursable mechanism. 2. Liaise with other UN agencies and bilateral agencies in the procurement of medical supplies to governments within the framework of interagency programs.3. Coordinate and support the preparation and request for bids for goods and services, the evaluation of offers, conduct negotiations as required with counterparties, follow-up on purchase requests placed with the Global Service Center (GSC), execute purchase contracts, review and certify suppliers invoices for payment. As required, undertake bidding and contracting of services in the region as required.4. Provide support and guidance to staff at all levels throughout the region on the "end-user" aspects of the procurement process for goods and services with the objective of enhancing the effectiveness and efficiency of regional procurement, including but not limited to the requisition procedures, local purchase, costings, shipment and delivery considerations, technical specifications in relation to specific requirements with particular reference to local operating characteristics and emergency operating procedures, etc. Advise member states, as required, on procurement related matters and in support of the reimbursable procurement process.5. Establish and maintain relationships with suppliers. Coordinate supplier management activities for regional suppliers of goods and services working closely with regional clients. 6. Review on an ongoing basis changes in the market, development of products, introduction of medical supplies in the region, study and propose changes to or alternative cost-effective approaches in ongoing or future procurement.7. Review list of supplies and equipment, in collaboration with technical units, for purchase by WHO, UN agencies and on behalf of governments. Obtain and provide information to WRs and member states on sources of procurement and types of medical supplies available. Support the establishment of long-term agreements, regional catalogues and other mechanisms to increase the efficiency and effectiveness of the regional procurement process.8. Oversee the clearance and delivery of supplies, including processing of insurance claims, as required.9. Act as a secretary to the contract review committee and the property surveillance committee.10. Assigns and oversees work of the procurement unit staff. REQUIRED QUALIFICATIONS Education:Essential: Advanced University degree in business administration, commerce, law or other relevant field.Desirable: Specialized training in procurement, supply chain management and related logistics. Desirable to have experience of implementation of procurement and related processes in an Enterprise Resource Planning environment such as Oracle, SAP, etc. Experience: Essential: At least seven years of relevant experience in procurement operations in a commercial or government organization, including considerable experience in procurement or a related field in an international context.Demonstrated experience using enterprise resource planning systems in support of the procurement process. Desirable: Languages: Excellent knowledge of English Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates.
