The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Senior Manager, Planning, Quality and Learning.

Reporting to the Senior Director, Business Support Services, International Operations, the Senior Manager of Planning, Quality and Learning (PQL) provides management direction in accordance with Society’s vision, mission and values, strategic direction, by-laws, regulations and policies and practices of the Canadian Red Cross (CRC). He/she supports the senior leadership in strategic planning and high level performance monitoring. He/she manages a team responsible for supporting operational planning, monitoring, and evaluation; as well as technical program design, advice and promotion of best practices. The team includes a technical focus on planning, monitoring and evaluation, crosscutting themes, partnership development and capacity building of partners including their disaster management capacity.


1 – Provide leadership and management for the PQL Team

· Ensures resources, processes and tools support effective and accountable teams; Oversees cost recoverable model and managing assignments of human resources to clients.

· Ensures the development of common principles, values, and policies for the unit to ensure consistency, quality, efficiency and effectiveness of services, products and programs and promotes a culture of client service and accountability.

· Oversees the PQL budget – leverages funding and monitors expenditures to ensure effective use of resources and demonstrate results and efficiency in relation to IO, department and program objectives.

2 – International Operations Strategic Planning and Implementation

· Supports the senior management team in strategic planning, annual operational planning and budgeting in alignment with the Canadian Red Cross corporate strategic and operational planning process.

· Facilitates senior leadership monitoring of strategy.

· Leads department operational planning in alignment with corporate planning and budgeting process.

· Supports IO wide reporting in alignment with corporate reporting processes.

3 – Program Quality and Accountability-PMER

· Provides management and oversight of technical advisory services in program assessment, planning, monitoring, and evaluation.

· Ensures policies, systems and tools for planning, monitoring and evaluation.

· Dual management and oversight of data collection and analysis including statistical surveys; Supports improved monitoring and use of data in decision making.

4 - Cross cutting themes

· Provides management and oversight of technical advisory services for integration of cross cutting themes of Violence Prevention (protection) and Gender and Beneficiary Accountability into program design, planning, monitoring and evaluation.

· Oversees policy direction setting for cross cutting themes and participation in -Red Cross/Red Crescent (RC/RC) Movement and external networks.

5 - Capacity building and partnership development

· Provides management and oversight of technical advisory services in partnership and capacity building and the disaster management capacity of partners

· Oversees the brokering of partnerships and/or technical support for implementation of capacity building initiatives of program partners

· Oversees best practice and standards for effective collaboration with National Society partners in relation to humanitarian action, and in support of their development including the uptake of a CRC developed disaster management capacity assessment approach within the RCRC Movement

· Represents IO and the CRC in a variety of forums with the RCRC Movement and externally.

· Promotes consistent application of approved guidelines, core competencies, procedures and policies.

· Monitors, evaluates and responds to internal and external trends, opportunities and issues within assigned functional area(s) and provides timely, well-supported expert advice, recommendations, reports and presentations to the Director General, Senior Management Team and broader CRC and movement partners as appropriate.


· Post secondary university education in a relevant discipline from a recognized academic institution, such as a Degree in Public or Business Administration, International Development or Evaluation.

· Minimum of 7 years of relevant in Monitoring, Evaluation, Accountability and Learning experience within a large global organisation and strong practical experience in project/program monitoring and evaluation - ideally in a field environment and in both development and emergency contexts.

· Experience in promoting demand for data and in facilitating the use of information at decision making level along with the ability to deliver training and workshops.

· Knowledge and experience of donor reporting, in particular for projects operating at multiple sites.

· Knowledge and experience in advocating for and integrating cross cutting themes in programming.

· Knowledge and experience in areas of protection; gender and beneficiary accountability.

· Excellent communication skills in English. French language ability would be a strong asset.

· Excellent management and conflict resolution skills with demonstrated leadership qualities.

· Commitment to the Principles of the Red Cross Movement.


· The majority of the work is performed in a clean and comfortable environment

· Ability to work non-traditional hours on short notice

· Travel within Canada and internationally including to difficult/restricted locations
