Jerusalem Office – UNOPS Project Management and Infrastructure Centre of Excellence

Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in Palestine. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem.

In recognition of its ability to affect and lead positive change, the Jerusalem Office has been named the UNOPS Project Management and Infrastructure Centre of Excellence.

The Jerusalem Office is the first UN office to receive the Level 4 P3M3 Maturity Model certification in project management by APMG. This certification demonstrates the well-structured, standardized and defined project management processes and methodologies applied to projects, generating the best results desired by our partners.

This achievement is part of a broader agenda to increase the Office’s impact on development projects, by improving our services and adding value to the outcomes of our partners’ works. The office has benchmarked its capabilities against international industry level standards and through this has achieved several prestigious certifications, including ISO 9001 (Quality Management), ISO 18001 (Occupational Health and Safety), ISO 14001 (Environment Management) and Level 4 P3M3.

Job Description

Reporting directly to the Jerusalem Office (JRSO) Director, the Head of Programme Development will have the management responsibility for the communications, programme development and business development activities of UNOPS throughout Palestine.

The Head of Programme Development will play a critical role in the development and implementation of the strategies and practices necessary to further develop Jerusalem Office as the Partner of Choice, for donors and Government, for the implementation of projects within Palestine, by meeting and exceeding the organization’s contribution and management goals.

The Head of Programme Development will be a Senior Manager within the Jerusalem Office structure, with responsibility and direct management of a broad programme of competencies and capabilities within communications, programme development and business development.

Functional Responsibilities


  • In support of the Directors overall responsibility for strategic growth, and working in conjunction with the Head of Programmes, lead the development of current and future growth plans for the Jerusalem Office (1 – 3 years), ensuring that those plans conform to the overall strategic plans of the organization, the National Development Plan and UNDAF;
  • Working in conjunction with the Head of Programmes, support the Director to identify and develop potential new business and partner opportunities;
  • Lead in developing business opportunities through the preparation and submission of proposals and partnership, liaising with corporate practice groups and JRSO programme, support and field staff to ensure high quality, cohesive proposals
  • Lead in the development, implementation and maintenance of core business development processes, tools, information management systems and technical skills of the team staff;
  • Provide timely and accurate tracking of programme pipeline, analysis of outputs, and reporting;
  • Develop and drive a culture of excellence, continuous improvement, and performance optimization across all business development processes;
  • Develop and maintain close working relationships with donors, Government and other partners
  • Remain current on latest funding trends, policies, and innovations for priority focus areas that align with the organization’s current and expanding core business;


  • In conjunction with Director and Head of Programmes, identify key programme quality and benefit objectives to enhance and strengthen impact of JRSO projects and programmes
  • Lead the development of approaches and best practice on the key programme quality and objectives, working closely with IPMG and the Centre of Excellence
  • Work closely with PMO and Head of Programmes to develop key tools and practices and that they are introduced and embedded in the project management cycle
  • Leads and ensures the development and application of systems and capacity for effective Monitoring and Evaluation within JRSO to collate data and evidence to demonstrate and improve the quality of our work.
  • Leads capacity development of JRSO staff team and PMs to deliver on key quality and benefit realisation
  • Plans, develops, coordinates, communicates and directs the internal policies and procedures of the Programme Development Section;
  • Effectively and efficiently delegates responsibility and authority, and ensures accountability, to subordinate staff for the delivery of agreed outputs;


  • Oversight and management of the Communication Team
  • Actively supports the preparation and updating of information materials used for internal and external dissemination of Jerusalem Office activities and capacities.
  • Ensure that clear communication and good relationships are developed and maintained within the Programme Development Unit and the Communications Unit, with other internal departments and with external stakeholders such as donors, Government, etc;
  • Works closely with other departments to continuously improve interface processes and the overall maturity agenda of Jerusalem Office


  • Represents UNOPS to an array of external clients and stakeholders, such as partner agencies, donors, consultants, and potential key personnel;
  • Participates in external meetings as required and in the absence of the Director and Head of Programmes;


  • In conjunction with the Director and HR Unit, identifies and recruits appropriate staff within the unit
  • Establishes performance objectives, with appropriate measures for the programme development team
  • Supervises the workload of Communications Manager, Program Development Officer(s), Specialist(s) and Associate(s) and provides supportive guidance to help them achieve their performance goals.
  • Conducts Staff Performance Reviews in accordance with current UNOPS HR Policies, and initiates appropriate responses;
  • Encourages and develops the technical and management skills and attitudes of the Unit’s personnel.


  • Responsible for overall project budgeting and resource planning of unit;
  • In conjunction with the Director, Head of Programmes and Finance, determines pricing strategies, with a disciplined approach to business case development and pricing models which balances revenues and development capacity
  • Prepares, and submits for approval, revenue and expenditure forecasts based on established financial goals for the Unit


  • Ensures UNOPS representation and coordination within UNDAF
  • Other duties as required by the Country Director and Senior Management Team

a. Education

Qualifications Required:

  • Master’s Degree in Business Administration, Economics, Management, International Relations or other relevant field; Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.

b. Work Experience

  • At least 7 years of progressively responsible experience in an international business environment that includes leading roles in business development and stakeholder management/communication.
  • UNOPS previous experience will be an asset.

c. Languages:

  • Fluency in verbal and written English is required.
  • Knowledge of second UN working language is desirable.

Contract type: Individual Contractor Agreement
