Health Technical Coordinator


Position: Health Technical Coordinator - South Sudan

Location: South Sudan, Upper Nile State (With frequent travel to field locations and Juba country office)

Duration: 12 months

Position Summary:

The Health Technical Coordinator is responsible for the ongoing management, continuing development, and daily supervision of all activities under RI's health objectives. S/he will oversee the execution of work plans, maintain local interagency and government relations, supervise the health project teams, and ensure safety and integrity of project operations. The position is based in Upper Nile and reports to the South Sudan Country Director.


  • Maintain ongoing RI South Sudan primary health activities focused on development and rehabilitation of local infrastructure and systems,
  • Supervise heath sector staff; expatriate and national medical staff
  • Work closely with the Country Director and the Senior program staff to ensure smooth running of the program
  • Provide technical guidance and supportive supervision to the program team
  • Ensure international (WHO/SPHERE) and national standards are met while delivering services
  • Provide technical input during proposal development and technical review, data analysis of reports and feedback to the field management of common causes of morbidity and mortality
  • Promote and work to expand community capacity on health, with sensitivity to the political and cultural context.
  • Develop the South Sudan health activities, with emphasis on response to perceived needs indicated by communities and beneficiaries.
  • Ensure that PHC, MCH and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted in a timely manner to the immediate supervisor and respective departments appropriately.
  • Represent RI at different forums e.g. health cluster, donor, and partners' meetings.
  • Responsible for training of health care staff including community based traditional birth attendants (TBAs), maternal and child health care workers and other staff on reproductive health and family planning
  • Consult with peer and UN agencies on international standards with regards to program design and implementation.
  • Work with the Country Team, operations, finance, and security staff to ensure that all program activities adhere to RI and international standards.
  • Conduct and design health activities with the utmost sensitivity for the safety and well-being of beneficiaries and national staff and with regards to the political context.
  • Provide capacity-building for national staff: technical support, organizing training, and preparing a training schedule for health program staff.
  • Manage all national health program staff contracts within RI regulations and local labor laws.
  • Review and write all health and health-inclusive proposals, concept notes, reports, assessments, and research in consultation with the Country Office, and Headquarters.
  • Submit weekly, monthly and quarterly reports by collection of information and data from the field, data analysis, and report documentation.
  • Actively support timely, substantive, and appropriate documents that lead to funding support from local donors in coordination with the Program Manager, Country Office, and Headquarters.
  • Participate as an active staff member of the South Sudan Senior Management Team, which includes collaborative oversight for program administration, operations, and communications as needed.
  • Manage sector budget and personnel in line with RI field procedures and Code of Conduct.


This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment:

  • Academic Medical Degree and MPH with public health background/experience
  • Previous working experience in emergency set-up with at least five year experience in an international organization as health program coordinator / manager; related work experience in disaster context
  • Demonstrated leadership and teamwork skills.
  • Skilled in management, supervision and organization
  • Very good program report writing skills as well as analytical capacities
  • Excellent representation and coordination skills with MOH, Health Cluster Coordination and other stakeholder
  • Strong experience in organizing and conducting training and capacity building
  • Basic computer skills (Microsoft Office, Email, EXCEL)
  • Energetic, independent and motivated to work in resource limited and harsh environment
  • Experience with data collection and analysis
  • Logistical planning and problem-solving skills.
  • Experience living and working with local communities in dynamic, insecure environments.
  • Ability to live and function at a high capacity within a collaborative organizational structure.
  • Ability to live and work from within a remote post.
  • Understanding of the political and cultural context in Sudan and Eastern and Central Africa and a strong interest in working in the region.
  • Demonstrated written and oral communication skills (must be able to provide an independently created and relevant writing sample if required).
  • Demonstrated statistical survey, analysis, and presentation skills (must be able to provide an independently created relevant statistical report sample).
  • Demonstrated budget and expense management skills.
  • Be able to work outside of the 08:00 to 17:00 working mentality
