The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a consultancy position of Knowledge Management Consultant, based at our Headquarters in Rome, Italy for an initial 6 months.


WFP’s Safety Nets and Social Protection Unit (OSZIS) aims to orientate WFP in its corporate endeavour to strike strategic partnerships with Governments, the private sector, UN agencies, NGOs, multilateral financial institutions and research institutes in order to strengthen and scale up hunger-smart and nutrition-sensitive safety nets and social protection systems capable of expanding outreach towards the estimated 793 million undernourished people around the world and responding effectively and efficiently to incremental needs arising from sudden onset shocks, climate change and protracted crises. The scope of WFP’s engagement in social protection encompasses both WFP- and Government-managed systems, policies and strategies as WFP works to complement and strengthen national capabilities, thereby promoting cohesion, value for money, economies of scale and enhanced progress towards Sustainable Development Goal 2 (SDG2). The SNSP Unit aims at addressing clients’ needs including the provision of tools and guidance material for internal and external audiences that will position WFP as a leader in supporting scalable and shock responsive social protection systems at all levels.

Knowledge Management is an integral and fundamental part of the unit’s efforts to support the implementation of social protection and safety net instruments in line with WFP’s norms and practices. Further, the unit is expected to contribute to strengthen overall knowledge management efforts of the Policy and Programme Division with focus on social protection and safety nets issues throughout WFP.

OSZIS plans to streamline the collecting, storing and sharing knowledge and information pertaining to it programmatic area of work. To this end, an effective and efficient knowledge mechanism tailored to identify needs is essential to host tools and promote exchange of best practices and lessons learnt between internal and external stakeholders in a user-friendly manner.

There a high volume of demand for information and technical guidance and tools linked to school feeding from countries implementing school feeding programmes. OSZIS has identified the need for a web-based knowledge management mechanism accessible to external stakeholder and in particular governments that provides access to all aspects of policy and operational design, including a global data base on best practices lessons learnt. The Unit’s vision is to develop and build existing mechanism to share knowledge, guidance and expertise, linking with relevant regional and international for a for advocacy and knowledge-sharing purposes. These efforts would also promote South cooperation within the scope of the thematic work of the Unit.

Over the past years, a growing number of middle-income and emerging countries have turned to WFP for technical advice on how to strengthen their systems, particularly as it concerns early warning systems, vulnerability analysis and targeting, school feeding, cost benefit analysis and value chain optimization. WFP has championed a value chain approach which supports pro-poor market development for inclusive growth, improving people’s access and consumption of nutritious food, and at the same time, providing them with better income and employment security through market participation. WFP has begun to build and share knowledge on how a proactive approach to value chains development can increase safety nets and social protection outcomes, e.g. improved nutrition, and facilitate, inter alia, the economic empowerment of safety nets and social protection beneficiaries.

Under the general supervision and guidance of the Chief of Safety-Nets & Social Protection Unit, the Knowledge Management Consultant will be responsible for the following key duties:

  • Undertake a stock taking exercise of available WFP-internal as well as external tools, data and information systems relevant to safety nets & social protection, particularly school feeding, value chains and value for money.
  • Discuss and coordinate with the knowledge management focal points in the division to understand various initiatives ongoing/planned and make a solid recommendation on how different tools/platforms can complement each other.
  • Undertake a thematic review of the unit’s work through a knowledge management lens with a view to identify key criteria for a cost effective, sustainable knowledge management mechanisms.
  • Identifying priority content to be made available for internal and external audiences and defining protocols around the content.

  • Hold a series of consultations/interviews and a survey with Regional Bureaus and selected Country Offices as well as external partners including government counterparts in order to understand gaps/needs/ requirements linked to knowledge management highlighted by WFP internal stakeholders and external partners.

  • Develop a knowledge management strategy to address the Unit’s needs towards engaging both the WFP internal as well as the external audience, in coordination with the relevant knowledge management focal points within the Programme.

  • Develop global knowledge management platform/materials including supporting the design and development of an externally accessible platform that will host relevant contents for governments and other external partners on school feeding programmes and policies, with a view to share knowledge and foster South South cooperation.

  • Support to web designing/media communication.

  • Contribute to enhancing knowledge management within the unit.

  • Perform other duties, as required.

Qualifications & Experience Required


  • University degree in one of the following disciplines: International Affairs, Development Studies, Social Science, Communication, or other related field.


  • Minimum of 7 years of relevant international experience working within the context development cooperation and/or humanitarian assistance;
  • Experience in project management.

Technical Skills & Knowledge:

  • Relevant background on the linkages between policy issues, operations and knowledge management;
  • Familiarity with systems of knowledge management;

  • Advanced knowledge of Microsoft Office (including Excel, PowerPoint and Publisher);

  • Knowledge in web-content design and familiarity with SharePoint;

  • Knowledge of Team Collaboration software (Teamwork Space within WFP) – would be an advantage.

  • Knowledge of major humanitarian and development issues, including food security and nutrition;

  • Knowledge and understanding of United Nations role in humanitarian and development cooperation;


  • Good interpersonal skills and ability to work in multicultural settings that involve a large number of stakeholders;
  • Ability to work independently;
  • Strong written and verbal communication skills; organized and able to present ideas in a concise and logical format including proven ability to summarize lengthy and complex information into short and simple language;
  • Client-orientation and attention to details;

  • Technology-friendly and able to quickly learn to use new tools as necessary;

  • Strong writing, analytical and research skills.


  • Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
