CRS is seeking a Deputy Chief of Party (Deputy COP)/ Program Coordinator for the anticipated five-year USAID/Mali Civic Engagement Activity. The project will aim to improve public accountability in Mali by increasing and strengthening citizens’ role in the process. This goal will be achieved by 1) strengthening mechanisms of bottom-up social accountability, 2) strengthening Civil Society Organizations (CSOs) partnerships with the government and the private sector to develop public policy and advance issues of common interest, and 3) strengthen citizens’ understanding of their rights and responsibilities, and empower them to engage with government actors. A primary measure of the success of these activities will be the extent to which they contribute to measurably more responsive and accountable service delivery at the subnational level.

Job Summary:
The Deputy COP or Program Coordinator will support the COP and serve as the secondary/alternate liaison with USAID and provide overall day-to-day management and coordination of project technical and administrative personnel and functions, including ensuring that appropriate technical and financial reporting requirements are met. Also serving as CRS’ representative on the project, s/he will hold ultimate responsibility for ensuring high quality and complete implementation of CRS’ scope of work, including adherence with the guiding principles and values of CRS, liaising regularly with the CRS/Mali Head of Programs (HoP) and Country Representative (CR).

Specific Responsibilities:

  1. Coordination and Operations Management
    a) Lead daily project coordination and operations, ensuring provision of timely, efficient, and effective support for project activities.
    b) Ensure appropriate technical and financial reporting requirements are met.
    c) Assist the COP with overall budget development, maintenance and oversight.
    d) Conduct periodic coordination field visits to local partner offices and project activity areas in order to proactively address key coordination and operations issues associated with overall program efficiency and effectiveness.
    e) Under the guidance of the COP, represent the project in workshops, conferences and meetings, ensuring ample representation with key stakeholders.
    f) Serve as Acting COP in the absence of the COP.

  2. Sub-Grants Management
    a) With the COP, support partner selection, and lead on establishment and monitoring of subsequent sub-grant agreements.
    b) Coordinate planning of project activities with sub-recipients and sets high quality performance targets ensuring adherence to work plans, technical standards, best practices and donor guidelines.
    c) Establish and monitor sub-recipient financial procedures and ensure compliance with donor rules and regulations and reporting requirements.
    d) Liaise with project and partner staff to share best practices and solutions to challenges during implementing partners’ meetings and other forums.
    e) Assist the COP with program reporting requirements, including preparation of presentations, reports, and other materials.
    f) Use appropriate project management tools to plan, review and track progress on project implementation and utilization of project resources by the sub-recipient organizations.

  3. Partner Capacity Building
    a) With the COP and other program staff, support the assessment of the key capacity needs of partner civil society organizations and development of a unique capacity building plan for each organization.
    b) Lead in identifying key capacity building needs of each sub-recipient in internal financial, operational, and administrative management.
    c) Using applied learning approaches, support civil society partner organizations to achieve key milestones agreed in developed capacity building plans.

  4. Staff Development and Supervision
    a) Supervise relevant project coordination and operations staff.
    b) Carries out orientations, regular performance coaching and staff performance appraisals as stipulated by CRS Performance Standards.
    c) Assist the COP with identifying and defining additional staffing needs.
    d) Encourages and empowers staff to complete tasks in a timely and professional manner across the program.
    e) Assist with staff training and development.
    f) Foster an environment that promotes coordinated and comprehensive effort amongst consortium members.

Supervisory Responsibilities: Direct supervision of relevant project coordination and operations staff.

Key Working Relationships:
Internal: CRS/Mali HoP, CRS/Mali Head of Office, CRS/Mali CR, other members of CRS/Mali SMT (as appropriate), CRS/Mali MEAL Head of Department, CRS HQ and West Africa Regional Office Technical Advisors

External: Consortium Lead CoP and other consortium member project staff, relevant Government of Mali and civil society key stakeholders, civil society partner organizations

Required Qualifications and Experience:
• Minimum of five (5) years professional experience in international development with at least three (3) years of experience in leadership positions managing or implementing projects working with civil society. Experience working in multiple country contexts preferred.
• Master’s degree in development studies, political sciences, public affairs, and/or development administration.
• Demonstrated management expertise in leading diverse teams, strong interpersonal skills and expertise in program management (coordination and operations) required, ideally in a complex, challenging environment
• Advanced grants management expertise awarding, managing, and monitoring sub-awards and ensuring compliance with appropriate regulations.
• Experience working in consortiums with both international and local NGO partners.
• Demonstrated ability to build capacity and transfer knowledge, especially via applied learning approaches: peer-to-peer exchanges, mentoring, ‘learning by doing’, coaching, etc.
• Knowledge of USAID rules and regulations.
• Familiarity with the political, social, cultural, and security context in Mali is required.

Required Foreign Language: Near native English is required, with French language proficiency.

Required Travel: Regular travel (up to 25%) to Mopti and other project regions is expected.
