    Almost 5 years after the start of the Syrian crisis, Jordan is hosting the 3rd largest number of Syrian refugees in the region. As of 19th October 2015, the number of individuals having fled Syria to seek refuge in Jordan has reached 629,627 (registered with UNHCR) with over half being boys and girls under the age of 18 years old.
    Handicap International (HI) is assisting the Syria crisis affected populations in Jordan since May 2012. HI’s program aims to mitigate the impact of the current Syrian crisis on the most vulnerable Syrian and Jordanian individuals, by responding to both their basic and their specific needs. The organization specifically provides support to Persons with Injury, Persons with Disabilities, Persons with Chronic Diseases, Older Persons and other individuals at risk. Furthermore, HI provides technical support to other organizations to enhance the inclusiveness of the humanitarian response in Jordan and capacity building to rehabilitation services’ providers.
    In 2015, HI Jordan focuses on cost-efficient deliveries, beneficiary satisfaction (quality) and capacity building (local); the strategy of intervention is articulated around 4 pillars:
    • Respond to immediate basic and specific needs of new arrivals, through direct services and/or successful referral to other actors;
    • Continue the provision and facilitation of access to comprehensive rehabilitation care and reinforce the community health approach;
    • Ensure the visibility and inclusion of the most vulnerable populations, including Persons with Injuries, Persons with Disabilities, Persons with Chronic Diseases and Older Persons, in the global humanitarian response;
    • Strengthen the capacity of the national health system in affected areas to respond to the crisis, withstand future shocks and meet associated needs of the Jordanian population.

Job description
Based in Amman, under the direct supervision of the Head of Mission, in collaboration with the Technical Coordinator as well as the support departments coordinators and with the support of the HQ Deputy Desk Officer, you will be in charge of the:
-Definition of HI intervention strategy in collaboration with the Head of Mission and the Technical Coordinator;
-Coordination and supervision of the HI projects’ implementation;
-Establishment and management of operational partnerships with international and local actors to support the implementation of HI projects;
-Production of donors’ proposals and reports (intermediary and final);
-Production of regular internal reports
-Representation of HI at national level - including liaising with Local Authorities and national and / or international humanitarian assistance stakeholders;
-Supervision and management of the team under your responsibility;
 -Development of HI intervention strategy in coordination with the field teams
 -You participate in the projects’ formulation including overall management of donors’ proposal writing
 -Development of the operational framework (guidelines and tools)
 -You supervise HI projects’ implementation and monitor their outcomes and outputs based on the Monitoring & Evaluation (M&E) plan
 -You develop and monitor operational partnerships with stakeholders
 -You ensure that new strategic orientations are taken into consideration and are implemented at field level (workshops, monthly field visits, coordination meetings)
 -You closely collaborate, promote and facilitate the intervention of the Technical Resources Unit in order to contribute to improve the quality of activities
 -You contribute to the procurement planning and supply follow-up of equipment and items required for the projects’
 -You participate to the budget design, forecast and follow-up exercises related to planning and implementation steps
 -You participate in the definition of HR needs and define the team set-up
 -You produce relevant Job Descriptions of the team members
 -You ensure the recruitment of your team members
 -You define, with each of your subordinates, an work plan / individual action plan (IAP);
 -You perform the appraisal of your subordinates
 -You identify training needs and ensure the capacity building of the team

Required Profile

Experience & background:
 -At least 8 years of professional experience is required
 -At least 5 years of professional experience in the humanitarian sector is required
 -Previous experience at coordination level is required
 -Previous project management experience is mandatory
 -Proven experience in donors’ proposal writing & reporting
 -Proven managerial experience
 -Proven representation / public relations experience
 -Experience in the Middle East would be a strong asset
 -Strong organizational & managerial skills
 -Strong communication and reporting skills
 -Strong interpersonal and intercultural skills
 -Ability to work under high pressure
 -English is mandatory (oral and written)
 -Arabic would be a strong asset

Status : Salaried (french fix term contract)
Duration : 12 months from 20/01/16 (renewable upon funding)
Salary : According to HI salary scale and candidate experience + expatriate indemnity of 457€/month
Living conditions: guesthouse shared with other expatriates (no charges)
Insurances: social covering + repatriation + retirement pension
