Associate Registration Officer


The Associate Registration Officer is directly supervised by the Registration Officer or the (Senior) Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for registration, reception, filing and data management staff. He/she supervises and implements reception and registration standards as well as operational procedures and practices in registration in line with international standards.

The Associate Registration Officer is expected to coordinate quality, timely and effective registration procedures that take into account the needs of populations of concern, also ensuring that operational responses in all sectors mainstream protection methodologies and integrate protection safeguards.



- Standard Operating Procedures (SOPs) related to registration are implemented, with relevant UNHCR standards and policies, including policies related to age, gender, and diversity mainstreaming (AGDM)
- Persons of concern have fair and transparent access to the registration procedures
- Fraud in the registration process is identified and appropriately addressed


- Contribute to designing appropriate registration strategies and methodology to meet standards.
- Determine appropriate technology required to implement strategies.
- Recommend plans, implement and monitor operational projects in regard to registration activities to ensure that provision is made for adequate resources.
- Contribute to training of UNHCR staff in registration methodologies, technologies and standards to enable them to conduct registration and to manage registration data on a continuous basis.
- Inform and advise staff on planned registration activities; review plans and requests to ensure that they are in agreement with standards.
- Coordinate registration activities between field offices and camps to ensure standardization and consistency of data and its use as well as accurate consolidation of data from the field to the main database.
- Ensure that statistics and other reports are produced on a timely basis.
- Perform other related duties as required.


- Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards, policies and operation-specific SOPs for all aspects of the registration operation.
- Represent UNHCR with relevant external partners in-country, as applicable.
- Draft and submit reports related to registration.


- University Degree in Information Technology or Social Sciences, International Relations, Law or other related field.
- Minimum of 4 years (2 years with advanced University degree) of relevant job experience.
- Demonstrated computer skills, particularly in data management.
- Training in Registration and Information handling (data base).
- Excellent knowledge of English and working knowledge of another UN language.

(In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)

***For National Officer positions, very good knowledge of local language and local institutions is essential.


- Prior experience in registration in a similar context with UNHCR Progress software is an asset.
- Training in basic principles of international protection desirable.
