Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

The Clinton Health Access Initiative (CHAI) seeks a full-time Senior Program Manager (SPM) to lead the Human Resources for Health Program in Zambia. The SPM will be responsible for working with the Government of Zambia (GRZ) and national and international stakeholders to develop and implement innovative, catalytic strategies to strengthen Human Resources for Health (HRH). Dynamic individuals with strong project management experience, leadership ability and proven problem solving skills are sought for this role. This position will be based in Lusaka, Zambia and will report to the Country Director.

Human Resources for Health (HRH) Program
CHAI/Zambia’s Human Resources for Health (HRH) team works directly with the Government of Zambia to plan, design, and implement programs to alleviate the human resources for health crisis in the country. The HRH team partners with the Government to set shared priorities and implement strategic, targeted, and effective programs that work to: (i) expand the number of healthcare workers in the country, (ii) optimize the distribution of the health workforce to improve equity of access and meet the needs of communities, and (iii) enhance the productivity of the existing health workforce.

Job Requirements

Project/Program Management:

• Lead the design and implementation of projects to support to GRZ’s HRH priorities in Zambia.
• Provide strategic guidance and technical assistance to GRZ and relevant national regulatory bodies to:
o Increase the production of healthcare workers through strategies prioritized by GRZ;
o Optimize the distribution of healthcare workers to reduce disparities in access to health services for the Zambian population;
o Enhance health workforce data systems and engage in data analyses to identify and contextualize changes in the health workforce;
o Identify other strategic opportunities to address HRH challenges and develop catalytic solutions.
• Promote adoption of targeted policy initiatives to mitigate the HRH shortage in Zambia.
• Produce high-quality proposals for funding that respond to GRZ’s priorities and opportunities in the HRH arena.
• Ensure congruence between HRH program activities, GRZ priorities, and donor requirements.
• Disseminate best practices and lessons learned to guide the growth of HRH as a strategic CHAI initiative, and contribute to HRH programs in other CHAI countries.
• Seize opportunities to build capacity, skills and relationships with GRZ and cooperating partners to develop competencies that ensure local leadership and sustainability of the program.

Communication and Relationship Management:

• Serve as primary liaison between CHAI and MOH, regulatory bodies, partners, and other relevant governmental and non-governmental institutions on issues related to the HRH Program.
• Build effective relationships with HRH stakeholders nationally, and participate actively in the HRH Technical Working Group (TWG).
• Produce high-quality reports for donors, ensuring the appropriate data is collected during project periods to support adequate reporting.

People Management/ Budget/Financial Management:

• Manage a team of technical and programmatic HRH staff.
• Foster the professional development of the team members, provide feedback, and encourage innovative, sound approaches to achieving HRH program results.
• Assume responsibility for management and oversight of the program budget. This includes liaising with CHAI Headquarters and donors, ensuring compliance with donor rules and regulations, tracking expenditures, forecasting costs, and ensuring sound financial transactions by the HRH team.
• Assume responsibility for management and oversight of the major procurement being done under the program.
• Responsible for the Project Risk Management Plan being implemented for procurement and infrastructure works under the programs and for reporting on this to the Donor and Country Management.

• Minimum of 7 years of work experience in Private or Public Sector. Experience working for International NGO is preferred
• Master’s degree in public health or business administration preferred; or Bachelor's degree with equivalent experience

Requisite Experience:
• Proven track record in effective project management and ability to generate results.
• Prior management experience is required particularly proven experience in managing a diverse team.
• Proven experience in inspiring team work and achieving results through a team
• Exceptional leadership, problem-solving, and interpersonal capabilities.
• Excellent written and oral communication skills.
• Proven track record of producing successful, high-impact funding proposals and donor reports.
• Demonstrated ability to work with Government officials
• Demonstrated ability in influencing decision making processes in a diplomatic and collaborative manner.
• Ability to handle multiple tasks simultaneously and set priorities
• Ability to work collaboratively and creatively with a wide range of stakeholders to achieve change.
• Strong dedication to improving human resources for health in resource constrained settings. Experience in working in the international health sector in Southern Africa
• HRH experience required
• Experience in working in diverse cultural environments.

Key Competencies:
• Excellent communication skills with key stake holders at various levels (team, organisation leadership, government stakeholders and donors)
• Building successful and collaborative teams
• Strong leadership skills (experience in leading a team of competent experts)
• Strong project/ program finance management skills (expenditure tracking, forecasting, budgeting e.t.c)
• Proven experience in managing a project with multiple stake holders and shifting priorities
• Experience living or working in Zambia required
