OBJECTIVES OF THE PROGRAMME : The Information and Communications Technology Unit (ICT) provides information and communications technology services to WHO/AFRO programmes at the Regional Office and to the 46 WHO country offices in the region. The unit is also responsible for the formulation, implementation and coordination of ICT strategies and policies in the region. Description of duties: a) Act as functional expert on specified applications (s) by solving complex problems and ensure service quality is upheld;b) Test, analyse, diagnose, solve or escalate applications issues;c) Carry out user requirements analysis for applications and subsequently design the applications in accordance with best software development practices;d) Manage and lead projects for the expansion of information systems in the Office;e) Prepare technical reports of prospective projects and perform technical cost-benefit analysis in order to propose the best solution to meet the requirements;f) Conduct analysis of organizational processes and needs and propose viable information systems solutions (e.g. involvement in such systems as archiving Systems for AFRO, SharePoint systems deployments, etc.);g) Manage the licenses being used at the Office, ensuring that all software being used on the Organization's computers is supported by current license held by ITM;h) Assist clusters in the evaluation and/or deployment of new health technical systems and provide subsequent maintenance and support;i) Support and extend the Integrated Health Database system;j) Ensure interoperability with database requirements of the African Health Observatory for the Integrated Health Database System. REQUIRED QUALIFICATIONS Education:Essential: First University degree or equivalent training or experience in computer science or a related field Desirable: PRINCE2, ITIL, COBIT, Microsoft, CISCO Certification will be an asset."In the event that your candidature is retained for an interview, you will be required to provide, in advance, a scanned copy of the degree(s)/diploma(s)/certificate(s) required for this position. Experience: Essential: At least two years' experience at international level in management of computer hardware,software, networking and communications technology.Knowledge of relational database and client/server architecture Desirable: Experience in project management as well as solid knowledge of technology trends for effective user and ITM infrastructural support. Languages: Languages: Excellent written and verbal communication in English or French, with a good working knowledge of the other. Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates.
