OBJECTIVES OF THE PROGRAMME : The WHO Emergency Risk Management and Humanitarian Response department (ERM) works closely with Member States, international partners, and local institutions to help communities prevent, prepare for, respond to, and recover from emergencies, disasters and crises. We are committed to:- saving lives and reducing suffering in times of crises; - building efficient partnerships for emergency management and ensuring these are properly coordinated; - advocating for political support and consistent resources for disaster preparedness, response, and recovery; - developing evidence based guidance for all phases of emergency work in the health sector; strengthening capacity and resilience of health systems and countries to mitigate and manage disasters; - ensuring international capacity is available to support countries for emergency response through training and establishment of surge capacity.The Policy, Practice and Evaluation Unit (PPE) is responsible for translating relevant policies and best practices into appropriate standards and guidelines and facilitating their application at global, regional and country levels, including evaluation of their application and impact. This unit is also responsible for coordinating the development of WHO positions on relevant policy issues in the areas of both emergency risk management and humanitarian response. It includes positions related to the deployment of Foreign Medical Teams (FMTs) to improve the quality of international teams providing surgical trauma care after sudden onset disasters, to reduce trauma related mortality, injury complications and disabilities. These positions manage the phases of the registration and coordination of deployable FMTs, and contribute to the ongoing development of minimum standards, best practice and Member State capacity to respond with their own national medical teams and to receive FMTs in a coordinated manner. Description of duties: 1. Manage the implementation of registration and verification for FMTs, including telephone assessment and verification visit planning:- Develop the section on capacity enhancement and best practice in operational support and logistics.- Contribute to the development of FMT minimum standards, and to the response framework and deployment Standard Operating Procedures (SOPs).- Provide advanced specialist advice and support to internal and external stakeholders regarding FMT capability and capacity issues.- Ensure that requests and offers of assistance are managed via the registration database.- Ensure that needs assessments, situation reports, entry requirements, medical evacuation arrangements and other operational information are made available via the FMT registration tool.2. Provide support to the FMT Secretariat function and ad hoc FMT working groups:- Contribute to the development and maintenance of effective relationships with FMT stakeholders within the context of the Secretariat.- Manage the financial budgets of the FMT unit.- Be responsible for the financial and narrative report of the project.3. Provide support to a WHO emergency response and coordinate the deployment of FMT in the event of activation:- Provide daily updates on FMT requests and deployment status to key stakeholders. - Provide strategic coordination and oversight of FMT deployments.- Oversee the offer/acceptance process of FMTs.- Lead, deploy with or manage the deployment of an FMT Coordination Cell.- Provide support to the country, regional and HQ Response functions.- Any other duty as required including preparedness activities as well as response to emergencies. Demonstrable progressive responsibilities experience in managing or coordinating programmes. Additional Information: This vacancy is published in English only. WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates.
