Consultancy – Nutrition Specialist (Re-Advertisement)

UNICEF Thailand Country Office is seeking an individual consultant to provide support to the government in reviewing and implementing nutrition recommendations and advocating for the use of data driven decision-making in nutrition programming. The consultant will also provide technical support to the nutrition related output (breastfeeding and IDD).

Background: UNICEF’s Thailand Country Office has recently conducted an assessment on the nutrition status of children under 5 years of age in the country. One of the outputs of the assessment was the development of a series of recommendations on existing knowledge gaps in Thailand on children’s nutrition and programmatic recommendations for addressing the double burden of malnutrition in young children.

Work Assignment:

  • Act as a liaison/expert in the field between UNICEF nutrition technical staff and stakeholders in Thailand with focus on the Bureau of Nutrition and the Department of Health. The consultant will be a focal point in set up meetings between UNICEF nutrition international consultant, UNICEF staff and stakeholders and provide interpretation assistance for international consultant/staff during meetings.
  • Provide interpretation and translation assistance to UNICEF nutrition international consultant for the review of technical documents and assessments. This task may involve the review of published literature, conducted surveys and survey data files, and technical reports.
  • Represent UNICEF TCO nutrition in technical capacity amongst National stakeholders and provide targeted advocacy for the following components with support from the UNICEF nutrition international consultant.
  • Advocate for increased awareness of the double burden of malnutrition in young children and the impact on future health and productivity. Based on key findings from the nutrition assessment, the consultant should be a core advocate for making the double burden of malnutrition in children a priority within the Department of Health and in Thailand.
  • Advocate for funding of recommended nutrition assessments from Stakeholders. The consultant will present analysis conducted by UNICEF on the impact of malnutrition on children’s long-term health and economic and social achievement and provide support and continual advocacy for increased funding of data driven nutrition activities.
  • Act as an advocate for the review of nutrition recommendations on existing knowledge gaps in Thailand and support the Government in reviewing recommended assessments. The consultant should provide strong rationale to the Government on why recommended assessments are necessary and act as a liaison between the Government and UNICEF international consultant to modify and finalize nutrition assessments.
  • Provide technical input into the DOH-led rapid nutrition assessment.
  • Plan the advocacy strategy for the UNICEF recommended actions to DOH and other stakeholders.
  • Monitor and report on the progress of the UNICEF recommended actions or other related activities.
  • Provide technical support in relation to UNICEF support on breastfeeding and IDD.
  • Provide any additional support to the CO in relation to nutrition such as presentation preparation, report writing, etc.

Deliverables:Monthly reports and final reports

Estimated Duration of Contract: 11 months

Official Travel: Official travel to the provinces may be required (Travel plan to be determined at later stage)

Qualifications or Specialized Knowledge/Experience Required:

  • Advanced university degree, preferably in the field of Nutrition or Public Health;
  • At least 5 years professional work experience within the field of Nutrition or Public Health. Solid knowledge of Public Health Programming required;
  • Good working knowledge of Government protocol and ability to build working relationships with stakeholder;
  • Previous work experience on Nutrition advocacy;
  • Fluency in English and Thai with high competency in interpretation of technical documents;
  • Communicates effectively to varied audience, including during formal public speaking;
  • Ability to work effectively in a bi-lingual environment;
  • Sets high standards for quality of work and consistently achieves project goals;
  • Good time management skills with ability to develop personal work plans and achieve objectives on time;
  • Translates strategic direction into plans and objectives;
  • Ability to develop advocacy strategies based on qualitative and quantitative data;
  • Quickly builds rapport with individuals and groups as well as maintain an effective network of individuals across organizational departments.
