For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
MdM has been working in Myanmar since 1992. The organization currently implements 2 main projects:
- A HIV/AIDS program, in Yangon and Kachin, targeting most at risk groups (sex workers, men having sex with men, drug users) funded by Global Fund;
- A project focusing on Maternal and Child health, funded by 3MDG in the delta region. A Disaster risk reduction approach has to be developed in the two projects above, and within the Country strategy currently being redesigned (2016-2020).
TASKS AND RESPONSIBILITIES:
As a general coordinator, you are the MdM representative in Myanmar and you will work under the responsibility of the Regional Manager for Asia and inside the decision making-process of MdM (RM, Desk Officer and General Coordinator). With a 3,1 million euros budget for 2015, you manage 8 people among a team of nearly 300 staff.
You supervise and co-ordinate all the programs implemented by MDM in Myanmar in the respect of people and goods’ safety, and in order to guarantee the programs’ pertinence and their compliance with predefined objectives and procedures.
You co-design MdM’s operational strategy and you accompany the strategy of MdM Myanmar Mission which is currently moving from a service delivery approach to technical support and capacity building of local actors, including civil society and MoH.
With a deputy who is in charge of daily program management and coordination, you are expecting to have a global and strong vision on MdM project in Myanmar. You proactively make operational proposition in the Country strategy that is currently being redesigned.
You are responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team. You ensure that appropriate logistics, administrative and financial structures and procedures are maintained in accordance with MdM rules and/or donors guidelines.
You support the mission in its changes and define HR needs in line with operational requirements. A focus is expected on stimulating transversality in medical position and integration of peer as team members and encourages their promotion.
You update and ensure proper follow-up of the security guidelines, supervise their implementation and adherence by the teams and ensure a constant watch and analysis on contextual geopolitical and security issues.
You represent MdM to Local Authorities, International Donors, International Organisations other NGOs and other MdM Network and you carry out negotiations and maintain regular relations with the authorities at different levels and other stakeholders and ensure compliance with agreements, MoU and contracts.

SKILLS AND EXPERIENCE NEEDED:
You have a minimum of 5 years’ experience in program management in an international context.
You have an aptitude to high level representation and you are a good communicator with good writing skills
You have a team spirit with a strong leadership
You have an experience in community development, local and civil society support and development and also in partnership development with local authorities
You are able to work in politically sensitive environment
You are impartial, adaptable and diplomatic.
You are fluent in English (both oral and written)
The knowledge of Myanmar environment is a strong asset.
