OBJECTIVES OF THE PROGRAMME : The objectives of WHO's emergency programme are to design and implement programmes that prepare the health cluster to deal with emergencies and that improve health during and after crises and to ensure that WHO's critical functions as outlined in the Emergency Response Framework (ERF) are fulfilled. Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by:Promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; supporting the Minister of Health and local health authorities on logistical and capacity building aspects according to needs, preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services;Coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee coordination mechanisms (Health Cluster/Sector), of which WHO is the lead agency; Ensuring that critical gaps in the health response are rapidly identified and filled;Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation, response and recovery.Purpose of the Post:The incumbent will contribute to ensuring that WHO's and the Health Cluster's key priorities, such as filling the gaps of and enhancing access to quality preventive and curative health service for IDPs and most vulnerable population groups are met. The incumbent will contribute towards ensuring reliable health information for evidence based emergency response and monitoring at Oblast level, and concurrently facilitate the strengthening of disease surveillance and response, and provide technical guidance on priority public health issues and threats. Description of duties: In the context of emergency response relief operations in East-Ukraine: Implement, support and maintain Health Cluster coordination mechanism in the relevant Oblast;Convene and manage coordination meetings with all relevant partners and project staff to discuss approaches and improvements to operations to support health services delivery;Represent the Health Cluster in UN coordination forums (Humanitarian, Inter-sector, etc.) at Oblast level, as delegated by the Public Health Assessment Officer;Conduct and support health assessments and mapping the identified health needs, analyse the gaps and make suggestions about how to prioritise the activities to be implemented in the Oblast;Assess the capacity and functioning of the Primary Health Care facilities (EPPs) and service delivery in the Oblast aiming at establishing an adequate referral system from the MEPUs;Monitor the implementation of the Mobile Emergency Primary care Units (MEPUs) and establishment of the Emergency Primary health Points (EPPs) in close collaboration with national and international health partners and the local health authorities and report on the implementation status to the Public Health Assessment Officer;Monitor health status and health risks of different population groups (including gender and age) at Oblast level;Evaluate access to and availability of health service, including a gender analysis, at Oblast level;Identify disease trends and detect any significant changes or new threats; inform the local health authorities of the Oblast on diseases outbreak Alerts received (collected through WHO's e-Health Information Management tool), support the investigation when needed and inform the Oblast's Health Cluster partners on actions to be taken;Provide expertise to local authorities and the Health Cluster partners on WHO's e-Health Information Management tool, analyse the health data collected and suggest health interventions to be taken;Ensure regular update of the "Who is doing What, Where and When" Matrix (4W). REQUIRED QUALIFICATIONS Education:Essential: Medical degree, university degree in International Development or relevant social sciences.Desirable: Training/experience in Public Health issues. Skills: Functional skills and knowledge:Essential:Analytical skills and demonstrated knowledge/experience in performing health system analysis. Proficiency in standard computer applications: e.g. electronic communication, database searches and management, word processing, spreadsheets, presentation and planning software.Desirable: Knowledge in coordinating, assessing and evaluating health services programmes/projects. Experience: Essential: At least 5 years of relevant professional working experience of which at least two years in a complex emergency health context at the international level.Desirable: Training in Health Cluster Coordination. Languages: Essential: Excellent knowledge of English.Desirable: Working knowledge of another WHO/EURO or official UN language.
