Information Technology Officer P3

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Information Technology Officer at the P3 level, based in our Country Office in Dubai, United Arab Emirates.
Under the general supervision and guidance of the Chief of the IT Emergency Preparedness & Response Branch in Headquarters, the Information Technology Officer will be responsible for the following key duties:
Undertaking needs and situation assessments and analysis for emergency response;
Planning and coordinating IT emergency response activities;
Managing various IT emergency preparedness and response projects;
Leading the implementation of IT emergency response projects in the field.
Qualifications & Experience Required
Advanced university degree in Computer Science or other relevant field, or First
University degree with additional years of related work experience or
Five years or more of postgraduate progressively responsible professional experience
in the planning, design, development, implementation and maintenance of computer
information systems or related area, with an interest in international humanitarian
Telecommunications experience, preferably in an international environment and/or
in food aid related work;
Experience of managing small teams of staff with related areas of expertise.
Technical Skills & Knowledge:
Sound understanding of IT emergency preparedness and response procedures.
Knowledge of humanitarian context, principles and the cluster approach.
Ability to plan and execute ICT projects in emergency scenario.
Ability to lead and motivate team under difficult operating conditions.
Fluency in oral and written English with an intermediate knowledge of another
official UN language (Arabic, Chinese, English, French, Russian and Spanish) or
Portuguese (one of WFP’s working languages).
Terms and Conditions
Selected candidate will be employed on a fixed-term contract with a probationary period of
one year. He/she will be required to travel abroad sometime to remote and difficult
