Senior Gender Specialist, Cambodia

ACDI/VOCA is currently seeking a Senior Gender Specialist for an anticipated USAID-funded Feed the Future Project in Cambodia. The project’s primary focus is to improve food security through enhanced agricultural development and rational management of natural resources and to in directly support local procurement reform, science and technology and innovation, strengthening monitoring and evaluation. The Senior Gender Expert will advise the public/private sector in developing strategies and plans to improve the economic participation rate of women and systemic changes within the labor force and businesses; plan and implement public awareness campaigns; monitor and report project progress and resource utilization. Possible start date is January 2016 and this key position is subject to ACDI/VOCA being awarded the program.


  • Oversight of the gender strategy and collaboration with value chain and other lead personnel to ensure the integration of gender concepts into program design, implementation, monitoring and evaluation.
  • Revising and updating the gender strategy on an annual basis including developing and submitting work plans with specific activities, results and a timeline for achievement.
  • Assess women’s and men’s roles along target value chains
  • Contribute to the technical review and scoring of concept notes under project Grant Fund
  • Developing and overseeing a capacity building plan for grant recipients
  • Collaborate on behavior change communications strategy as it relates to increasing women's inclusion in the economy
  • Conduct data quality reviews to ensure that program reporting systems are collecting and reporting on gender disaggregated data, sensitive indicators and impacts.
  • Assist in the preparation of reports and documents for submission to USAID and ACDI/VOCA headquarters.
  • Record gendered stories of successes, challenges, lessons learned and recommendations.
  • Provide training and technical assistance to ACDI/VOCA staff members and partner organization staff in the utilization and management of gender monitoring and impact assessment tools.
  • Represent USAID during meetings related to gender.
  • Perform other duties as assigned


  • A Master’s degree in sociology, gender studies, economics, business administration, or a related field required
  • Seven (7) years or more of progressively responsible work experience demonstrating experience conducting gender analysis and integration programming, including with on-the-ground participatory approaches to research
  • Understanding of USAID’s gender and value chain techniques and approaches
  • Experience with USAID-funded projects preferred.
  • Strong English language written and oral communication skills are required
