The Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified National Project Officer for its EU-funded Digitalisation of the Certified Copies of Civil Registry Books 2 project. 
 
DRC is an international non-governmental organisation that promotes and supports durable solutions to the problems faced by refugees, returnees and internally displaced people all over the world.  In Kosovo, DRC has implemented emergency and rehabilitation programmes in support of the protection of individuals’ rights to pursue their preferred durable solution since 1998.  DRC Kosovo currently employs 27 staff members working in areas of multi-sectoral returns, economic development, access to rights and opportunities, capacity building and social rehabilitation. 
 
 
About the job 
DRC has been supporting the Civil Registration Agency of Kosovo through EU funds by contributing to the implementation of the 02/07/2011 conclusions agreed within the EU-facilitated Belgrade-Pristina technical dialogue.  The process entails creating an electronic archive containing digital data from the copies of civil registers that were displaced to Serbia in 1999 and have been returned to Kosovo as scanned images and hard copies certified by EULEX through a previous EU-funded DRC-implemented project.  Digitalisation comprises a first entry of civil status data into an electronic archive, followed by a quality check on each entered data (verification).  Data entry was finalised, while data verification has been performed on approximately 24% of civil status records.  The remaining 76% will be the object of a second phase for which the engagement of the Project Officer is foreseen. 
You will be under the daily supervision of the National Project Coordinator, and your second-level supervisor will be the International Project Manager. 
 
Your main duties and responsibilities will be: 
1. Responsibility over all human resource and administrative matters related to the management of 115 local staff engaged as Data Verification Officers, and in detail: 
  • prepare contracts, termination letters, certificates of employment and any other HR documentation 
  • maintain updated individual personnel files 
  • keep track of staff’s presence at work and punctuality 
  • review and process leave requests 
2. Checking on a daily basis that the facilities where data verification takes place, as well as the equipment used for this purpose, are in order; this includes: 
  • ensuring that no structural fixtures present a danger to staff, that all computers are properly functional, that the air conditioning and heating systems work correctly 
  • that cleaning is performed to a satisfactory level 
  • that all necessary supplies are stocked/ordered timely and adequately 
3.Supporting the Project Manager with English-Albanian translation/interpreting 
4. Supporting the Project Coordinator in all their duties, including by providing backstopping 
5. Compiling monthly statistics as requested by the Project Manager and Project Coordinator 
6. Contributing to fulfilling reporting duties, as requested by the Project Manager 
 
 
About you 
To be successful in this role we expect you to be able to effectively and efficiently manage the 115 local Data Verification Officers.  You will moreover need to be able to share information promptly and accurately with the rest of your team, and to coordinate with staff from the Civil Registration Agency supporting the project. 
 
All DRC staff must master the following DRC's Core Competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.  
 
Moreover, we also expect the following:  
Required  
  • University Degree 
  • 3 years’ experience in HR/administration 
  • Albanian (mother tongue) 
  • English (full professional proficiency) 
 
Desirable 
  • Academic background in HR/administration-related fields 
  • Prior experience in managing large groups 
  • Prior experience in working with international organisations and/or local institutions 
  • Familiarity with Kosovo’s civil registration system 
  • Fluency in Serbian

Contract length: 12 months, subject to and including an initial 3-month probationary period 
Level: D5 
Gross Salary: EUR 1,000 
Start date: 01/02/2017 
 
Salary and conditions will be in accordance with DRC Kosovo National Salary Scale.
