Under the supervision of the Chief of Planning, Monitoring and Evaluation, the incumbent is responsible for supporting the responsible for contributing to the design and implementation of a country-specific Information Management strategy that enables UNICEF to ensure the fulfillment of children’s rights through data-driven advocacy; liaising with other development partners, mainly UNHCR, in data-related issues; developing and managing key social and economic information and data related products; package the information for presentation and dissemination to inform national and sub national decision-making around policies, planning and budgeting and accountability. The incumbent is also responsible for developing and implementing systems and capacity building plans in data and information management (especially GIS) for UNICEF junior staff and partners, in line with the Country Programme priorities. The incumbent also supports innovations in information systems and use of information for improved decision making, planning and tracking of interventions for children, and contributes to the preparation and dissemination of office reports.

Purpose of the Position

Key Accountabilities and Duties & Tasks

1. Information Management

  • Liaise with M&E and IM staff, national counterparts as well as partners to assess existing data and information systems; identify gaps and barriers in access to data and data management; and provide technical support to strengthening government data systems.
  • Manage and coordinate the information requirements for UNICEF Country Programme, provide technical support for data analysis, generate and disseminate products and information.
  • Ensure efficient management of databases; ensure consistent data quality across databases; ensure that all UNICEF datasets are properly catalogued, mapped and backed up.
  • Liaise with development partners to exchange data and analyses that are available from UNHCR, WFP and other main partners involved in the humanitarian response to the Syria crisis.

2. Support the design and implementation of UNICEF data strategy

  • Review planning and programme documents, identify the information and knowledge management needs, and propose innovative measures and activities to address identified needs and gaps.
  • In cooperation with staff within the PM&E section, advise and provide technical input to design and implement data collection mechanisms and related analysis with a double aim:

1) ensure the situation of most vulnerable children is continuously and strategically monitored.

2) ensure information on basic services for children is conveyed to beneficiaries to the possible extent, to enable families and children to benefit from UNICEF services. 

  • Identify ways to strengthen and continuously improve monitoring and information management systems within UNICEF.
  • Liaising with experts at the Regional Office and Headquarters on technical issues and dissemination / incorporation of best practices.
  • Coordinate with Innovation Specialist and advise the office on creative, appropriate and innovative tools and technologies for information / data collection and knowledge management to enhance programme effectiveness and efficiency

3. Data analysis and mapping

  • In cooperation with the M&E officer, provide data analysis on survey data according to research questions formulated by the sections and the management of the country office. Support the office in the analysis of processed data and information and perform data quality and consistency control.
  • Coordinate with Innovation Specialist and advise/ support the office on novel uses of data, particularly related to data-driven programming.
  • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.
  • Provide Information Management services to support population data management, including population estimation, information flows from established systems, and movement tracking.
  • Provide technical guidance on information and knowledge management systems to promote the use of evidence to inform policy and decision making.

4. Capacity building

  • Develop and implement capacity building plan around data and information management, and innovative, creative and effective ways of data gathering, analysis and visualization for UNICEF staff and partners as required.
  • Provide training to UNICEF staff and partners on use of the GIS and Spatial Data Management. If required, develop user-friendly manuals to maintain institutional knowledge.

Qualifications of Successful Candidate

Education:

Advance University Degree in related field is required. BSc or MSc in computer science or related field such as information systems, information and communication technology, library or geographic sciences, or engineering highly desirable. Education in other areas will be considered with proven and relevant professional work experience.

Experience:

  • A minimum of five years of relevant experience, at the national and international levels, in the field of data and information management systems and data analysis.
  • Proven technical experience in development and use of innovative technology, particularly in the areas of data, mobiles and open source, and training in the related field is highly desirable.
  • Proven professional experience in working with government and its data management systems is highly desirable.
  • Work experience in emergencies is considered an asset.

Language Requirements:

Fluency in English is mandatory. Fluency in another UN language is an asset.

Technical Knowledge 

  • Knowledge of multi-variable mapping techniques.
  • Proven statistical skills and experience. Ability to translate planning specifications to technical briefs for data capture and analysis, and vice versa
  • Advanced knowledge of MS Excel and Access; other database applications (SQL, MySQL, Oracle) highly desirable.
  • Mapping: GIS essential;
  • Experience in guiding and capacity building of technical staff, both in UN organization and government.
