LOCATION
Gaziantep, Turkey
PURPOSE OF THE POSITION
The role will ensure 1) provision of technical capacity building of WV and partners’ staffs, 2) coordination activities with relevant stakeholders through active participation in coordination meetings and respective cluster, and 3) in coordination with the program and operations team, lead the development and execution of FSL proposals/initiatives.
MAJOR RESPONSIBILITIES
Major Activities
· Take lead in designing FSL technical assessments in coordination with other sector specialists and relevant external sector agencies;
· Develop FSL response plans to contribute to WV’s overall response strategy and to align with partner input and partner capacity;
· Develop of high quality concept notes and proposals, and engage with donors’ technical advisers;
· Provide technical support to FSL teams and conduct regular monitoring visits to ensure quality programming is being implemented;
· Closely work with P&C team to recruit and train new staffs;
· Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
· Develop creative techniques to support the learning and development of staff and partners based in inaccessible areas;
· In coordination with P&C, develop learning needs assessment and capacity building plans for both WV and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks;
· Mentor and coach FSL team and partner staff and link in to wider organizational talent development mechanisms;
· Oversee development and delivery of technical training material that will improve aspects of FSL work within WV and partner organizations.
· Represent WV at FSL cluster and other interagency meetings and establish network with other agencies active in FSL programming;
· Ensure taking role in implementation of activity plans introduced by the FSL cluster.
· Play a leadership role in shaping FSL communications and media priorities in line with thematic priorities.
· Maintain a systematic filing system that would ensure safe keeping of distribution and warehouse records;
· Liaise with partners, field staff to collect reports and information on current stocks, distributions, and numbers of reached beneficiaries.
· Using WV’s reporting database (Commodity Tracking System), capture commodity transactions and generate monthly reports for submission to relevant internal and external stakeholders.

REQUIRED QUALIFICATIONS
The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:
KNOWLEDGE, SKILLS AND ABILITIES
Minimum education, training and experience requirements to qualify for the position:
· Degree in Economics, International Relations, Development studies or similar field;
· Minimum 5 years of experience working in FSL programs in a humanitarian or development context;
· Demonstrated ability to set up learning and development processes for a large FSL team;
· Proven ability of mentoring, coaching and training on FSL related topics;
· Ability to write clear and well-argued assessment and project reports;
· Excellent communication skills;
· Proven ability to influence change at an operational and strategic level;
· The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
· Experience of working in large-scale first phase emergency response;
· Experience of working with a large FSL team;
· Experience of in conflict settings and remote management;
· Experience of senior level representation.
License, registration, or certification required to perform this position:
· Have strong computer skills with working knowledge of Ms Access, Ms Excel and Ms Word;
· A high level of written and spoken English and Arabic;
· Must be a team player and have good management/supervision and inter-personal skills;
· Should be a problem solver and have good analytical skills;
· Ability to effectively develop rapport and relate to donors, NGOs, counterparts, and government agencies.
Preferred Skills, Knowledge and Experience:
· Full commitment to humanitarian mandate;
· Adherence to World Vision policies and regulations;
· Sensitivity and respect for diversity;
· Working knowledge of Turkish language;
· Experience or knowledge of working and living in relevant regions/contexts;
· Specific experience of designing and managing major donor projects.
Work Environment:
Office based position
Position requires availability and willingness to work outside regular office hours and occasionally under stressful environment.
