DESCRIPTION OF ASSIGNMENT

Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).Background UNDP is a key partner to the Global Fund (GF) and when necessary serves as Principal

Recipient (PR) in various countries. At the request of the Country Coordinating Mechanism

(CCM) of Angola, it was proposed to the Global Fund that UNDP assume the role of PR to

the new HIV grant. In its role as PR, UNDP is responsible for the successful implementation

of the GF HIV project, including financial and programmatic management as well as the

procurement of pharmaceuticals, health and non-health products. The GF grant contributes

to HIV/AIDS control in the Republic of Angola, through support to the National Institute for

the Fight Against AIDS (INLS).

The objectives of the Program for NFM funding are to prevent new HIV infections amongst

both general and key populations, increase PMTCT coverage, increase the number of

children and adults in treatment, and increase number of patients adhering to ART in Angola.

The overall goal of the grant is to prevent deaths caused by HIV and to reduce the burden of

the disease.

The Strategies are as follows:

  • Prevention – increasing HIV educational campaigns targeting adolescent girls and young women out of school; training peer activists and other CHWs, distributing con- doms, increasing availability and access to voluntary counseling and testing (VCT); reducing mother to child transmission; increasing HIV prevention activities targeting key populations;
  • Treatment – increasing PMTCT services and number of mothers on ART; increasing number of adults and children enrolled in ART; strengthen clinical and laboratory ca- pacity to provide and monitor antiretroviral treatment; increase the number of TB pa- tients which are enrolled on ART;
  • Develop Guidelines for HIV prevention and treatment for MSM;
  • Conduct a study on STI and HIV prevalence amongst truck drivers;
  • Institutional Capacity – increase the number of and skill of health providers, health fa- cilities and non-governmental organizations at the municipal, provincial and national levels to ensure that the aims are achieved and sustainable;
  • Coordination of Partners – coordinate and synergize the efforts of national, interna- tional, governmental, non-governmental and private entities to most effectively com- bat HIV/AIDS.

These goals will be achieved through the improvement of prevention and treatment service

delivery, extending surveillance activities and improving the monitoring and evaluation

system. While the PMCTC intervention is the first national priority, the Global Fund also

supports the other national priority related to HIV prevention interventions targeting young

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).women and adolescent girls. The grant includes also HIV prevention interventions amongst key populations and the improvement of TB and HIV co-infection diagnosis and treatment

services.

UNDP Angola as PR works in close collaboration with the Ministry of Health (MoH), INLS

and other implementing partners towards enhancing public institutional capacity which will

ultimately improve HIV service delivery.

10. Description of tasks:

Under the direct supervision of the International Coordinator for the Global Fund Unit the UN

Youth Volunteer will undertake the following tasks:

  • Assists directly the international coordinator for the Global Fund unit and other team members in their respective areas according to instructions;
  • Participate in meetings between UNDP and INLS to support the implementation of the HIV grant and undertake independent follow up on operational issues;
  • Reinforce M&E systems and structures in support of INLS, by engaging into M&E data collection and analysis;
  • Participate in M&E visits to healthcare facilities in Luanda and other provinces in order to collect reliable data and support INLS and UNDP staff;
  • Help the building up and sustaining of database of health facilities and indicators;
  • Support on bidding and recruitment procedures for international consultants and organ- izations;
  • Format and adapt necessary documents according to UNDP standards, prepare corre- spondence;
  • Translate and edit documents for GF team as necessary;
  • Analyze and compile information for GF team as necessary;
  • Support on the filing process;
  • Extracting, copying and filing data from various sources;
  • Perform other related tasks as required.

Furthermore, UN Youth Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including par- ticipation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publica- tions/websites, newsletters, press releases, etc.;

  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

11. Results/Expected Outputs:

  • Effective and efficient functioning of the GF unit in handling day-to-day issues and manage flow of information;
  • Internal documents drafted, formatted and translated as necessary;
  • Information for Coordinator and team members is prepared on time;
  • Visits to partners and project modules assisted, information collected and reports prepared;
  • Coordinator and the HIV team members receive reliable support;
  • Knowledge on the project disseminated;
  • Confidentiality is upheld in all aspects of assignment view;
  • The development own capacity through own learning and, mentoring from team member accomplished;
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;
  • A final statement of achievements towards volunteerism for development during the as- signment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

12. Qualifications/Requirements (including competencies, values and skills):

  • Academic (at least Bachelor’s degree in Social Sciences, International Affairs, Political Sciences, Health Sciences or similar);
  • Demonstrated interest and experience (up to 2 years) in at least one of the areas mentioned above;
  • Motivated to contribute towards development and to serve others;
  • Good interpersonal, networking and communication skills;
  • Willingness to contribute and work as part of a team;
  • Flexible and open to learning and new experiences;
  • Respect for diversity and adaptability to other cultures, environments and living condi- tions;
  • Fluency in spoken and written English is required, knowledge of Portuguese is strongly desirable, other UN languages are an asset;
  • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others);
  • Ability to work independently on tasks assigned.

Learning and development are a central part of the UN Youth Volunteer’s assignment and take

place before, during and after his or her assignment in the field.

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the

volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:

  • Professional skills: including specific competencies and reflection on assignment-re- lated abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job search- ing.
  • Inter-personal skills: including communication and listening skills; multi-cultural aware- ness and cultural competency; and conflict and stress management.
  • Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation.

Beyond the learning opportunities provided by UNV, UNDP Angola will support knowledge and

capacity development in the technical areas that are relevant to the UN Youth Volunteer’s

assignment. UNDP Angola will provide, at its expense, UN Youth Volunteers with equal

opportunity to participate in training courses and workshops offered to its personnel.

14. Language:

Fluency in written and spoken English is required. Working knowledge of Portuguese is

essential for this position. Knowledge of other UN languages is an asset.

15. Living Conditions:

The incumbent will be based in Luanda, Angola. The UN Youth Volunteer will be provided the

applicable allowance. Accommodation in Angola is a bit difficult to find and generally

expensive. As a tropical country the climate is mostly hot throughout the year with a colder

season from around May to August. Angola is in Phase I of the Security Phases and travellers

to Angola are advised on their arrival to receive a security briefing. Travelers to Angola are

required to present the international vaccination card with obligatory yellow fever vaccine upon

arrival at the airport.

16. Conditions of Service for International UN Youth Volunteer

The duration of your assignment is 18 months.

A volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of

each month to cover housing, utilities, transportation, communications and other basic needs.

The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base

rate of US$1257.The VLA base rate is a global rate, while the PAM is country-specific and

fluctuates on a monthly basis according to the cost of living. This method ensures that

international UN Volunteers have comparable purchasing power at all duty stations

irrespective of varying costs of living. The PAM is established by the International Civil Service

Commission (ICSC) and is published at the beginning of every month on the ICSC website

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).(http://icsc.un.org). For example, if the PAM for the current month is 54.6%, then the VLA for that month will be: US$1257X1.546=US$1943.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC,

international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the

assignment (if the volunteer did not reside in the duty station for at least 6 months prior to

taking up the assignment) and also in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual

leave, full integration in the UN security framework (including residential security

reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight

tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for

satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service,

including Code of conduct, to the successful candidate.
