3. External female candidates.

Context:

Within the scope of the Global Health Assessment Programme (HAP), under the overall supervision and guidance of the Director of the Migration Health Division (MHD) and in close coordination with the Global HAP Coordinator, Global Radiology Coordinator, Regional HAP and Laboratory Coordinators and Global Health Informatics Manager, the successful candidate will be responsible for designing and establishing quality assurance/quality control (QA/QC) protocols and tools and ensuring compliance with the requirements of the receiving countries and IOM standards worldwide.

Core Functions / Responsibilities:

Design and establish the QA/QC system:

1. Review and analyse available Technical Instructions (TIs), international standards related to various elements of HAPs, internal SOPs, audit reports and recommendations from receiving Page 1 / 4countries.

2. Undertake duty travel to the major HAP operations. Review, collate, document and analyse current practices in performing Health Assessments (HAs), identify gaps, barriers to achieving high quality of HAs as well as existing best practices.

3. Conceptualize and translate into SOPs and guidelines minimum standards of IOM HAPs, covering, but not limited to the following areas:

a. Health facility settings;

b. Structure and core functions of a HAP medical team;

c. Fraud prevention measures;

d. TB case management such as case detection, management protocols, referrals, clearance, contact tracing, documentation and reporting;

e. Management of complex medical cases and medical movements;

f. Management of vaccinations and presumptive treatment (in coordination with the Global Vaccination Coordinator);

g. Selection and assessment of contracted medical service providers; h. Infection prevention and control;

I. Public health practices related to HAPs;

j. Client satisfaction;

k. Complaints and redress.

4. Translate the standards into quality assessment checklists that enable qualitative and quantitative evaluation of practices. Conceptualize a framework for systematic QA/QC procedures.

5. Participate in the further development of modules for data collection relevant to HAP, in coordination with IOM IT specialists. Review existing data collection systems and provide suggestions for adjustments as necessary to include QA indicators; assist in the design of relevant performance reports.

6. Train HAP staff in use of QA/QC tools and implementation of procedures. Ensure compliance with the HAP standards:

Undertake duty travel assignments on a regular basis to monitor and evaluate health assessment operations, perform technical audit, write reports and provide recommendations on improvement of quality of HAPs to Chief Medical Officers, Regional HAP coordinators and the Global HAP coordinator. Duty trips will be coordinated with the receiving Missions, Regional Offices for the region and MHD Geneva.

8. Serve as a manager of the Global Incident Reporting System (GIRS). Supervise incident investigation and reporting, provide feedback and guidance on incident investigation and response actions to the HAP locations. If necessary, act as an investigator. Summarize and disseminate lessons learned to HAP locations; if necessary, translate them into additional SOPs and instructions.

9. Use HAP electronic data generated through health assessments and employ an analytical approach in order to establish evidence on good technical performance or to identify quality issues.

10. Identify training needs for the HAP staff; conceptualize, prepare and deliver in-house trainings during assessment trips, regional and global MHD meetings and webinars. 11. Liaise with health authorities of receiving countries regarding quality of HAPs in different locations as well as IOM QA/QC procedures and tools.

Monitor advances in international standards and guidelines for clinical and programmatic Page 2 / 4management of areas pertinent to health assessments, liaise with WHO, CDC and other technical experts to align IOM standards with the international ones. Disseminate guidelines and recommendations to HAP operations.

13. Promote IOM activities related to QA/QC at international fora and with partner organizations. 14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least twelve years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Master’s Degree in Internal Medicine, Paediatrics, Emergency Medicine, Infectious Diseases, Public Health, Epidemiology or other related fields from an accredited academic institution with ten years of relevant professional experience.

Experience

• Several years of work in immigration health branches of governments, implementing large QC programmes of immigration health assessment;

• Eight years of experience in managing health assessment or related health programmes/systems;

• Demonstrated experience in the implementation of QA/QC principles; • Experience in liaising with resettlement partners and international organizations. Languages

Fluency in English is required. Working knowledge of another IOM official language(s) is an advantage.
