Context:

Under the direct supervision of the Regional Director for Asia and the Pacific and the technical guidance of Media and Communication Unit / International Cooperation and Partnerships Unit in IOM Headquarters (HQs), and in coordination with the relevant staff in Regional Office (RO) Bangkok, the Regional Media and Communications Officer (RMCO) is responsible for developing and implementing a work-plan and outputs to address the media and communication needs of IOM in the Asia and the Pacific region. This includes supporting the formulation and implementation of creative communication strategies to raise awareness of IOM and its work, and to promote an accurate narrative on migration in the media, among the UN and other IOM key partners based in Bangkok and in the region as well as the general public. The RMCO contributes to the Regional Office’s overall efforts on advocacy, communication work with/to the UN and other agencies based in Bangkok and in the region, including by participating in the meetings and joint initiatives of the United Nations Communications Group in Bangkok and by supporting IOM Missions in liaising with the UN country Communication and Media Groups.

The RMCO ensures the quality and consistency of the media and public outreach in the region, including by providing direct support as well as strategic communications and media advice to the CoMs and media focal points in the region. S/he coordinates the production of RO Bangkok visibility materials and developing common media messages for the use by the IOM staff in the Page 1 / 4RO Bangkok and the region.

Core Functions / Responsibilities:

1. Assist the Regional Director in managing the Regional Office’s communication activities, including in leading the formulation and implementation of an external outreach and communications strategy to raise awareness of IOM and its work, and to promote an accurate narrative on migration in the media, among the UN and other key IOM partners based in Bangkok and in the region as well as among the general public.

2. Contribute to the Regional Office’s overall efforts on advocacy, liaison and communication work with/to the UN and other agencies based in Bangkok and in the region, including by participating in the meetings and joint initiatives of the United Nations Communications Group in Bangkok, and engaging in partnerships with the UN agencies, national and international organizations, as well as media outlets and think-tank organizations based in Bangkok and in the region in the field of communications.

3. Support the Regional Office and missions by acting as spokesperson when required, taking a lead role in preparing press lines for single and multi-country/cross-border contexts and crisis/emergency communications. Undertake regular TDYs to country missions/offices to support in media outreach, gather material for multi-media projects and provide tailor-made media training to individuals and teams as required.

4. Promote the activities of the regional office and of IOM, including by providing high-quality responses to media-related enquiries, preparing press releases and Op-eds, producing visibility materials to showcase IOM’s work; maintaining an up-to-date web-site, setting up and maintaining RO Bangkok social media accounts as well as applying other creative communication approaches.

5. Contribute to the high quality of and consistency of the media and public outreach in the region, by, inter alia, building the capacity of and providing strategic communications/media advice and support to the ROAP Chiefs of Mission/Heads of Office and Media Focal Points as well as Regional Thematic Specialists/Programme Managers where appropriate, supporting effective liaison with the UN Country Communication and Media Groups and other relevant actors, developing media messages on key migration issues, providing editorial and technical assistance to field missions in all aspects of media and communications management, and monitoring the media and public outreach carried out by the field missions. 6. Create a virtual team of communicators/media focal points across the region and organize regular calls to enhance regional coordination on communications. Ensure members are regularly updated on and involved in public information activities at regional and global level. 7. Collaborate with MCD in HQ to provide training to communications officers and focal points in Country Offices on relevant topics such as press notes, social media, photography and ensure regular usage of IOM tools such as Media Library, IOM Blog, MCD collaboration space etc. 8. Collaborate in the development, funding-raising for and implementation of awareness raising campaigns aimed at improving the public perception of migrants in the region and globally. 9. Support the development of communications with communities (CwC) and community engagement strategies and tools to strengthen information campaigns and feedback mechanisms.

10. Keep abreast of global migration-related developments and processes in the UN system, and research, collect and analyze information on regional migration developments and emerging issues, as well as coordinating the formulation of IOM’s related media position. Provide regional inputs to IOM’s global newsletters and other communication outputs and support internal communication on IOM’s work in the region, including by updating the relevant intranet sections.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Journalism or Communications, International Relations, Social Sciences, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in writing and editing in international journalism and public information, preferably in Asia and the Pacific;

• Knowledge of graphic design, web, social media and video production;

• Experience in drafting policy documents and concept papers and/or developing institutional strategic documents;

• Experience in the areas of inter-State cooperation on migration, migration governance and migration policy highly an advantage;

• Experience in dealing with diverse counterparts from government and UN agencies and civil society and think-tank an advantage;

• Experience in the field of migration issues, including operational and field experience, IOM project development and management an advantage;

• Experience in liaison/working with ASEAN Institutions and familiarity with international organizations;

• Experience in international journalism, including coverage of international organizations; • Excellent skills in drafting, editing and (possibly) graphic design;

• Experience in Online communication and social media skills.

Languages

Fluency in English is required.
