Context:

Under the overall supervision of the Regional Director for West and Central Africa and the direct supervision of the Migrant Assistance Regional Thematic Specialist (RTS) in the Regional Office in Dakar, and in coordination with relevant IOM offices in West and Central Africa, the successful candidate will be responsible for overseeing the activities in targeted countries under EU-funded initiative “Protection and reintegration of returnees along the central Mediterranean migration route”.

Core Functions / Responsibilities:

1. Manage the overall planning of programme activities in the region, in due coordination with involved IOM field offices and respective Regional Offices, relevant Departments in Headquarters, government institutions and donors.

2. Coordinate the implementation of the Programme, ensuring compliance with IOM standards, policies and procedures in the areas of voluntary return and reintegration and protection and assistance to vulnerable migrants.

3. Assist targeted IOM field offices in developing a harmonized reintegration approach, including Page 1 / 4the establishment of Standard Operating Procedures (SOPs) for the delivery of reintegration assistance at the individual and the community level, in line with programme’s eligibility criteria. Ensure compliance in Countries of Origin throughout the programme’s implementation. 4. Establish synergies among all project activities, including, but not limited to, trainings, workshops, data collection and analysis, awareness-raising and information campaigns to achieve the overall objectives of the programme. Ensure complementarity between the programme and other IOM activities in the region.

5. When requested, represent IOM at the Project Steering Committee, both at Brussels and Dakar level.

6. Ensuring consistency and synergy in the establishment of referral systems to relevant service providers for the assistance and protection to migrants supported under the programme, including through the reinforcement of existing or the set-up of new Migrant Resource and Response Mechanisms.

7. Provide technical assistance and guidance to the targeted IOM field offices in the development of a results-based performance management framework, including methodologies, monitoring and evaluation tools, and data collection instruments.

8. Develop and implement a communication plan, in line with the Communication and Visibility Manual for European Union External Actions, to ensure proper information sharing both with stakeholders and with media/external actors.

9. Review programme’s reports prepared by IOM field offices for consistency and accuracy and ensure proper information exchange on policy and operational aspects of the projects between IOM, donors and other stakeholders. Elaborate general and/or specific information on programme activities as requested by donors/external parties, IOM Missions, the Regional Office, Headquarters and other relevant counterparts.

10. Develop relevant training curricula for the programme components and deliver trainings as appropriate to IOM’s staff.

11. Represent IOM in programme related meetings and conferences on a national and international level; guarantee that the Organization’s interests, goals and positions are properly represented and new conceptual ideas and initiatives introduced and discussed with IOM’s counterparts.

12. Undertake coordination missions to CoO.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Professional experience in AVR and reintegration assistance with a UN agency, or an international organization;

• Experience in managing EU funded projects;

• Experience in implementing AVRR projects from/to North Africa and West and Central Africa; Page 2 / 4• Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations and private sector entities. Languages

Fluency in English and French is required.

Internationally recruited professional staff are required to be mobile.
