Context:

Under the overall supervision of the Chief of Mission, and in close coordination with the Regional Unit for Reintegration in West and Central Africa, the successful candidate will be responsible for supporting and assisting with the management and implementation of the EC-funded project.

Core Functions / Responsibilities:

1. Monitor specific aspects of project implementation, identify problems and propose action to expedite the delivery of inputs. Follow-up on logistical and administrative arrangements, cooperate with national and international authorities. Monitor project financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.

2. Monitor other projects funded within the framework of the European Union Trust Fund in terms of reintegration approach, monitoring and evaluation, reporting, data collection and information elaboration.

3. Monitor project progress, analyze progress and implementation reports, identify and Page 1 / 3document significant project events, decisions, problems or deviations, and recommend appropriate action.

4. Supervise all staff assigned to the project, and monitor the work of consultants recruited to support and/or undertake specific activities.

5. Maintain strong partnerships with Government entities and with the European Delegation, other implementing partners, UN agencies and other stakeholders in the project’s target countries.

6. Draft progress and other reports and ensure proper information exchange on all operational aspects of the project between IOM, the EU and other stakeholders.

7. Act as IOM technical and administrative focal point for return/repatriation and reintegration and provide information and assistance as required.

8. Contribute to the development of new projects by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, identifying new project possibilities in the country on AVRR, and drafting segments of project proposals.

9. Participate in relevant seminars and meetings, as well as other events aimed at promoting IOM’s activities and projects in the region.

10. Undertake site visits and duty travel as required, provide information and support with respect to project management and internal procedures for monitoring and reporting, and draft comments on designated aspects of project progress as an input to programme monitoring. 11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience on project management; or

• University degree in the above fields with four years of relevant professional experience. Experience

• At least 2 years professional experience in project management, including managing Migrant Assistance and Return/Reintegration project with a Government or UN agency, or a regional or international organization.

• Experience implementing similar projects in the Middle East and/or North Africa, and/or reintegration projects in Sub-Saharan countries is preferred;

• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities. Languages

Fluency in English and French is required.

Note

Duty stations will be in Conakry Guinea and Burkina Faso.
