The Dollo Ado Integrated Social Cohesion Initiative (DISCO) is a 3 years programme funded by and the European Union DEVCO and implemented in Dollo Ado, Ethiopia by a Consortium led by the Norwegian Refugee Council (NRC), with Save the Children, Danish Refugee Council (DRC), ZOA, and Organization for Welfare and Development Association (OWDA) in membership. The objective of the consortium is to improve social cohesion between refugees and host communities in Dollo Ado area. The Consortium Members have long standing field presence and operational experience in Dollo Ado refugee camps and surrounding areas, directly implementing large multi-sectoral programmes (e.g. Livelihood, WASH, education, energy, protection, etc.). The purpose of the Livelihood Coordinator position is to lead the implementation of NRC’s Livelihood component of the project and also coordinate with other CCs Coordinators.

Job description

Overall Responsibilities
Line management for CC project staff
Adherence to CC Food Security and Livelihood tools and handbooks and other NRC policies
Contribute to CC Food Security and Livelihood strategy development and provide input on needs and gaps from relevant area
Ensure CC Food Security and Livelihood project implemented in line with proposals and donor requirements
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Develop and manage project budget, (in cooperation with CCs) and coordinate across CCs
Promote and share ideas for improvement and necessary changes in Food Security and Livelihood projects
Ensure capacity building of Food Security project staff and transfer key skills
Liaison and collaborate with relevant local authorities and stakeholders

Specific responsibilities
Implement project activities based on strategy, proposal, plan and budget
Identify business opportunities/schemes for individual, groups small size enterprise to refugees, IDP and host community
Prepares action plans for implementation of various business ideas and options
Identify strengthening mechanism of the beneficiaries and preparation of capacity building and scaling up options
Entrepreneurship skill development
Micro financing
Business management including financial
Business plan development
Coaching different with aspects of business
Prepare reports and documents accomplishments, achievements and lessons in the process of project implementation
Actively participate in different refugee forums, meeting and mobilization efforts
Prepare community based planning workshop proceeding, participation analysis and analyze and document relevant workshop outcomes
Take part in developing support alternatives needs response to improve coping mechanism and livelihoods for refugees and host community
Prepare training packages on income generation, business management and livelihoods
Establish close collaboration with relevant stakeholders on the enrolment and apprenticeship provision of YEP/TVET and other relevant institutions as required
Participate in monitoring of project activities as required and review, refine indicators based on monitoring results and visibility with line manager and M&E staff
Prepare weekly, monthly and quarterly work plan of the specific responsibility given and share with the Area Manager and Country Consortium Manager

Qualifications

Minimum of B.Sc./BA degree in agribusiness, business, business management, management, Technical and vocational training, entrepreneurship, economics, marketing, livelihoods or other related field

Education field

  • Agricultural / Forestry / Aquaculture

Education level

  • College / University, Bachelor's degree

Personal qualities

Minimum of 5 years of professional experiences in areas of refugee livelihood, resilience building &/ building coping mechanisms and related jobs with humanitarian /development NGO’s
Experience from working in complex and volatile contexts
Technical expertise and experience on working on Urban refugee projects
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Knowledge of the context in Dollo Ado
Knowledge of the local language Somali would be an asset
Experience with start-up, exit or similar
