The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The role of the Monitoring and Evaluation Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The Monitoring and Evaluation Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the Monitoring and Evaluation Coordinator will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

Job description

  • Adherence to NRC policies, guidance and procedures. Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  • Supervise and mentor M&E support staff in executing M&E plans. Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.
  • Selection of new areas to be assessed .Supporting assessments of areas that are recommended by the program team and management .
  • Develop mythologies and questionnaires with the support of the program managers and other senior staff .
  • Lead the analysis of data acquired assessments. Write reports with the support of the programme manager, Programme coordinators and sometimes with the input of program advisor .
  • Disseminate assessments to external actors after the approval of the Head of programs or Country director. Request and plan resources needs that are needed to successful assessments and monitoring exercises (financial, technological or human resources).
  • Provide monthly assessment plan and monitoring plans to the management
  • Compiling and summarizing a monthly report for all ongoing projects/grants and submitting to the senior management (CD, PD... etc.)
  • Preparing the logical framework for the proposals. Representing the NRC in all Sana’a cluster meetings. Helping in drafting new proposals and donor reporting.
  • Work closely with Shelter/NFI, Education, FSL, WASH and Protection teams to assist with collecting, collating, presenting and otherwise managing information for M&E related reports. Conduct and support frequent surveys for monitoring and evaluation activities.
  • Assist in the preparation of project evaluation and/or review reports and draft regular M&E project’ M&E report. Assist in the establishment and day to day management of a database and monitoring system.
  • Assist with documentation of the projects, including project inputs, outputs and outcomes (e.g. assessments, compiling beneficiary lists, recording construction progress, education activity attendance, change in behavior and situation, etc.)
  • Assist in data analysis for compilation of quarterly, annual and ad hoc program data and reports. Maintain and update the country programme M&E database, ensuring correct and swift data entry and processing.

Qualifications

  • At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
  • Understanding of data and information needs for program management and decision making.
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • High level English language proficiency (speaking, reading, writing).
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
  • Experience using SPSS, STATA, Epi Info, or R .
