The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is currently recruiting a new Head of Section for the Strategic Planning and Development Section at the Head Office in Oslo.

Job description

  • Line management and budget responsibility for the section
  • Develop, follow up and report on the section’s plan of action in line with NRC’s overall strategic direction
  • Manage NRC overall risk management process
  • Identify organisational improvement areas
  • Manage and support organisational development projects
  • Manage cost efficiency initiatives
  • Support the development of adequate compliance and quality control mechanisms of NRC operations
  • Provide support on changes to governance and organisational structures
  • Develop policy/system/framework/processes/guidelines/tools for: management information, monitoring and evaluation, project cycle management (incl. Value for Money), internal communication, organisational learning, risk management, strategy processes and performance reporting (RO/CO and HO)
  • Manage annual strategy development process at Head Office
  • Coordinate and support the annual strategy development and planning process for the Organisational Development Department
  • Manage annual achievements reporting
  • Focal point for Balanced Score Card reporting in Head Office

Qualifications

  • Minimum 5 years of relevant experience within the humanitarian field
  • Experience from working in complex and volatile contexts
  • Professional knowledge of organisational and strategic development processes
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

  • Context/Specific skills, knowledge and experience:
  • Well-developed analytical skills
  • Knowledge of NRC’s main strategy performance management tool, the Balanced Score Card
